Job Description

Parsons is looking for an amazingly talented Senior Manager Permitting Systems and Innovation to join our team! In this role you will get to lead the design, implementation, and continuous improvement of Qiddiya’s digital permitting platforms and innovation initiatives.

What You'll Be Doing

• Drive the strategy and delivery of Qiddiya’s digital permitting systems.
• Introduce innovative solutions to streamline permitting workflows and enhance transparency.
• Manage permitting platforms (Unifier, Aconex, etc.) and develop reporting dashboards.
• Collaborate with internal teams and external authorities to align requirements.
• Lead a team of digital permitting specialists and drive adoption across Qiddiya.
  
  
  

What Required Skills You'll Bring

• Master’s or Bachelor’s degree in Computer Science, Information Systems, or related field.
• 12+ years of experience in permitting, project management, or digital systems implementation, ideally within large-scale urban development or government sectors.
• Strong expertise in permitting software platforms (Oracle Unifier, Aconex, or equivalent).
• Proven track record of delivering digital transformation projects.
• Strong analytical, problem-solving, and stakeholder management skills.
• Fluent in English; Arabic proficiency is an advantage.
