Job Description
Parsons is seeking an experienced and strategically focused Senior Logistics Manager to join the Program Management Office (PMO) team for a major construction program based on site in KSA with intermittent travel to Riyadh.
The Manager will be responsible for developing, implementing, and governing the entire logistics and material control strategy across multiple contractors and work packages. This is a critical leadership role focused on ensuring the efficient, safe, and compliant movement and storage of all materials and equipment to maintain project schedules and mitigate risk within the PMO structure.

Job Description
Parsons is seeking an experienced and strategically focused Senior Logistics Manager to join the Program Management Office (PMO) team for a major construction program based on site in KSA with intermittent travel to Riyadh.
The Manager will be responsible for developing, implementing, and governing the entire logistics and material control strategy across multiple contractors and work packages. This is a critical leadership role focused on ensuring the efficient, safe, and compliant movement and storage of all materials and equipment to maintain project schedules and mitigate risk within the PMO structure.
Core Responsibilities & Deliverables
- Strategy & Planning: Develop and execute the comprehensive Logistics Management Plan (LMP) and Material Control procedures, ensuring full integration with the Master Project Schedule and construction sequencing.
- Customs & Compliance: Directly manage all inbound international freight, customs clearance, port operations, and compliance with strict Kingdom of Saudi Arabia (KSA) import regulations and local transportation laws.
- Material Flow & Site Management: Oversee the coordination of all local transportation, staging, warehousing, and laydown area management across the project site(s). Implement robust inventory control and asset tracking systems.
- PMO Governance: Establish Logistics Key Performance Indicators (KPIs) and reporting mechanisms, providing data-driven status updates, risk analysis, and mitigation plans to PMO and Senior Management.
- Cross-Functional Coordination: Serve as the primary logistics liaison, coordinating resource requirements and delivery schedules between the Procurement, Construction, Project Controls, and Contractor teams.
- Safety & Security: Ensure all logistics activities, warehousing operations, lifting plans, and transport movements comply with strict health, safety, and environmental (HSE) standards.
- Experience: Minimum of 15 years of progressive experience in logistics, supply chain, and material control management, specifically within the luxury hospitality, or construction sectors.
- PMO Familiarity: Proven experience operating within a highly structured Project Management Office (PMO) or Program Management Consultant (PMC) environment.
- Regional Expertise: Extensive and demonstrated experience managing complex customs clearance, freight forwarding, and domestic logistics operations within the Kingdom of Saudi Arabia (KSA) is essential.
- Education: Bachelor’s degree in Supply Chain Management, Logistics, Business Administration, or Engineering.
- Technical Skills: Expert proficiency with modern ERP/inventory management systems (e.g., SAP, Oracle), coupled with strong planning and data analysis skills.
- Leadership: Proven ability to lead and mentor large logistics teams and manage third-party vendors (Freight Forwarders, Customs Brokers, etc.).
