Your Opportunity
We are looking for a Senior HSE Engineer who will be responsible to support in the delivery of Serco’s contractual obligations by ensuring the successful implementation of the project.

The purpose of the project under this contract is to provide consulting and management support to a Ministry in KSA with the necessary tools to manage and maintain assets and facilities, through improving activities to meet service requirements, developing business strategies that ensure reducing costs of the life cycle of assets, and improving practices to increase efficiency and effectiveness. It includes but not limited to long-term management of assets, facilities, resources and services to improve performance, reduce costs and manage the life cycle. In brief, the scope is for the provision of consulting, technical, management and administrative support for facilities and asset management works.

The ideal candidate should have well developed verbal and written communication skills and be able to remain calm in stressful situations.

This role will be based in Riyadh.

Key accountabilities
Provide specialist advice
Promote a positive health and safety culture within the contract
Identify health and safety requirements/improvements
Help resolve any health and safety issues to an acceptable outcome
Monitor the performance of health, safety and environmental programs
Identify and development of risk assessments for the site and assist in maintaining a comprehensive risk register
Review and comment on risk assessments, method statements from internal and service providers upon completion/receipt
Conduct regular safety tours, safety audits, hazard identification and accident prevention programs
Coordinate and participate in toolbox talks, safety briefs and health & safety meetings
Investigate the causes of accidents on site and recommend actions to prevent future occurrences
Support the Performance monitoring of service providers through, but not limited to, inspection audits, regular site visits, ensure adherence to best practices & policies, performance reporting and suggest/recommend turnaround plans when required.
Perform the required site visits and inspection
Timely follow up on the projects execution/operations related to HSE with internal stakeholders.
Identify projects/operations issues to be resolved through site visits
Evaluate projects execution /operations activities on site and recommend/report to identify issues
Investigate and report any shortfalls in service quality provided.
Support in recommending and administering improvement programs
Adapt to surge and ad-hoc service requirements as specified by the client within a timely and efficient manner.
Coordination of HSE issues and coordination with other discipline specialists where areas interface or overlap
Liaise with client HSE representatives and assist with compilation and contribution to client HSE requirements
Implementation of HSE standards and best practices
Ensure that appropriate industry standards are identified and followed
Conduct on demand studies and analyses such as HSE plans, Security plans, Safety Management Systems
Provide specialist advice on type of HSE studies and activities that are required
Formulate project/programme HSE philosophy and plan, coordinate and facilitate safety studies
Provide HSE guidance and direction to the Serco’s project team in line with client’s procedures, regulations and standards
Participate and give specialist advice in projects risk assessments, ensuring adequate and appropriate control as well as mitigation measures are in place to reduce risks to as low as reasonably practicable.
Cooperate with the 3rd parties in monitoring, supervising, and advising on the operation and maintenance contractors' management of site security matters
This position may be required to carry out other tasks from time to time as directed by the HSE Inspections Manager and other team leaders.

Specific requirements
Technical and Professional Skills Practical experience in the principal HSQE functions

Knowledge Good knowledge of ISO 9001, 14001 and 45001 Personal integrity and personal values consistent with Serco’s governing principles. Good analytical skills Sound computer skills Ability to work in a team environment Commercially aware Good command of English language Knowledge of large mixed-use developments Project management qualification/experience would be of benefit

Education & Experience Minimum 7-10 years experience. Practical experience in the Kingdom of Saudi Arabia. Experience in quality services and studies. Health and Safety experience. Bachelor’s degree in related field

Key Accountabilities (Key elements of the job)

Support the Talent and Colleague Experience team in all projects and deliverables.

Support in preparation of reports and data analysis of Talent frameworks.

Coordination with relevant stakeholders for high potential programmes, including planning, reports, meeting invites, and programme monitoring.

Coordination of the SME Graduate Programme ensuring top graduates are sourced from local and international universities, relevant screening processes used, appropriate induction plans in place, assist with programme design and success reviews.

Coordinate and support the annual Colleague Engagement survey project plan to ensure successful rollout and completion

Support in preparation of the annual wellbeing calendar, publishing across SME and ensure up take of events and initiatives through engaging communication plans

Specific Requirements (What we are looking for in our candidates)

Ideally a degree holder in Human Resources/ administration or any related discipline.

Excellent MS Office skills (PowerPoint, Word, Excel, Visio, Power Bi) – proficient in word processing, developing presentations, reports and compiling documents into standard formats.

1-2 years minimum experience in HR/Admin background

Advanced MS Office skills is essential as well as presentation abilities and MS Power Point skills

Strong analytical skills and MS Excel skills

Certified Lean Six Sigma Yellow / Green / Black Belt preferred.
