Job Purpose
The Senior Data Analyst plays a strategic role in supporting program-wide decision-making by transforming complex, cross-functional data into actionable intelligence. Working within the Project Controls division of the Program Management Department at DGII, this role leads data analysis efforts, designs executive-level dashboards, ensures data integrity across reporting streams, and advises senior stakeholders on trends, risks, and performance optimization.

Job Purpose
The Senior Data Analyst plays a strategic role in supporting program-wide decision-making by transforming complex, cross-functional data into actionable intelligence. Working within the Project Controls division of the Program Management Department at DGII, this role leads data analysis efforts, designs executive-level dashboards, ensures data integrity across reporting streams, and advises senior stakeholders on trends, risks, and performance optimization.
Key Responsibilities
- Program-Wide Data Strategy & Leadership
- Lead the definition and implementation of data analytics strategies aligned with DGII’s project controls objectives.
- Serve as the primary point of contact for analytics and reporting matters within the Program Management Office (PMO).
- Mentor and guide junior analysts and coordinate cross-functional collaboration with cost, schedule, risk, procurement, and engineering teams.
- Advanced Analytics & Predictive Modeling
- Perform deep-dive analyses into cost performance, schedule adherence, risk exposure, cash flow trends, and earned value metrics (EVM).
- Build and apply predictive and statistical models to forecast issues and recommend data-driven mitigation strategies.
- Analyze the interdependencies between program elements to support strategic planning and stakeholder decision-making.
- Executive Reporting & Dashboarding
- Develop and maintain high-impact dashboards and visualizations using Power BI or Tableau for executive and client-level reporting.
- Lead the automation of complex reporting processes to ensure real-time and consistent visibility of KPIs.
- Produce high-quality Monthly Progress Reports (MPRs), Flash Reports, and executive briefs for RCRC and DGCL stakeholders.
- Data Governance & Integrity
- Ensure data governance protocols are in place and followed across all contributing departments and systems.
- Establish and maintain a data dictionary, validation rules, and metadata documentation aligned with program standards.
- Monitor data pipelines and coordinate with IT or Data Engineering teams to enhance data reliability and system integration.
- Stakeholder Engagement & Support
- Interface with senior leadership, package managers, and client representatives to translate business questions into analytical solutions.
- Provide strategic recommendations and insight narratives based on data findings to support client presentations and internal reviews.
- Participate in program control board meetings and executive steering committee sessions to present key findings and forecasts.
- Bachelor’s Degree in Data Science, Engineering, Statistics, Computer Science, or a related quantitative field (required).
- Master’s Degree or MBA is highly preferred.
- Professional certifications such as Microsoft Certified Data Analyst, PMI-PBA, Tableau Certified Associate, or equivalent.
- 6–10 years of experience in data analytics, business intelligence, or program reporting roles, preferably within large-scale infrastructure or construction programs.
- Proven track record working in a PMO, PMC, or EPC environment in the GCC region (Saudi Arabia experience preferred).
- Experience in high-visibility roles requiring interaction with government clients or tier-1 developers is advantageous.
- Expert-level proficiency in Power BI or Tableau for dashboard creation and storytelling.
- Strong experience in SQL and Excel for data manipulation and analysis.
- Familiarity with Primavera P6, Oracle ERP, and Aconex for project control data extraction.
- Knowledge of Python, R, or Power Query for automation and advanced analytics (a plus).
- Experience with cloud-based data platforms (e.g., Azure, Power Platform, SharePoint) is beneficial.
- Advanced analytical thinking and a strategic mindset.
- Strong leadership and stakeholder communication capabilities.
- High attention to detail with the ability to manage large datasets and multi-source integrations.
- Ability to manage competing priorities and deliver under pressure in a dynamic program environment.
- Strong presentation skills and ability to translate data into clear business narratives.
- Full-time position based in Riyadh at the Diriyah Gate II Program Offices.
- Frequent interaction with senior stakeholders from RCRC, DGCL, and partner firms.
- Occasional travel to construction sites or satellite offices may be required.
