Role Overview:
The QA/QC Civil Engineer is accountable for ensuring that all civil works across substation, HV/EHV, and infrastructure projects are executed in compliance with project specifications, quality standards, and regulatory requirements. This includes the implementation of project-specific quality control plans, conducting inspections, verifying material quality, and resolving non-conformances in coordination with project stakeholders.
The role ensures that construction quality risks are identified, mitigated, and reported proactively to avoid delays, reworks, and client dissatisfaction. The engineer is also responsible for maintaining proper QA/QC documentation, contributing to continuous improvement processes, and supporting internal audits and final project handovers with complete quality documentation.
The role reports to the QA/QC Manager or TQM Manager and liaises closely with site construction teams, third-party inspectors, and client representatives to uphold the project’s civil quality objectives.
Key Responsibilities:
Quality Assurance & Documentation-
Maintain up-to-date system manuals, international & national standards, client specifications, ITPs, technical catalogs, and QA/QC reference documents.

Develop and implement Quality Procedures, Checklists, and Method Statements (MOS) for civil activities.

Conduct root cause analysis on non-compliances and suggest corrective actions.

Ensure PQP (Project Quality Plan), ITPs, PTS, and applicable codes are implemented effectively at site.

Maintain and update key project quality logs: Inspection Logs, NCRs, Calibration Logs, Proactives, Lessons Learned, and bottlenecks.

Inspect all stages of civil works from raw material verification to final testing and handover.

Supervise activities such as:

Earthworks, excavation, backfilling, and compaction

Concrete mix design, batching, pouring, curing, and structural works
-
Foundations, trenches, duct banks, cable troughs, fencing, asphalt, and finishing
-
Building construction, infrastructure, and utility interfaces relevant to substations
-

Monitor ongoing civil inspections and testing activities with project quality/construction teams.

Coordinate with Construction Manager, Project Manager, vendors, third-party inspectors, and TQM teams for quality implementation and continuous improvement.

Provide technical support to the construction team to enhance civil quality on-site.

Review and ensure compliance of project technical submittals with quality requirements before approval or execution.

Assist in the preparation of project completion dossiers and QA/QC closeout documentation.

Conduct internal audits to verify QMS implementation across projects.

Track and report KPIs related to Quality, NCR trends, cost of quality, and lessons learned.
A detail-oriented and qualified QA/QC Civil Engineer with over 8+ years of experience in quality control of civil works in substation, high voltage (HV/EHV), infrastructure, and building projects.
Proven expertise in developing and implementing quality procedures, conducting inspections, managing non-conformances, and ensuring compliance with international standards (ISO, ASTM, ACI, BS) and client specifications (e.g., SEC, Aramco).
Skilled in coordinating with multidisciplinary teams, reviewing technical submittals, and maintaining project quality documentation from initiation to handover.
Well-versed in PQP, ITPs, NCRs, QA/QC audits, and construction quality KPIs. Holds a Bachelor’s Degree in Civil Engineering, with preference given to those certified in ISO 9001:2015 (Internal/Lead Auditor) and experienced in the Gulf region, especially Saudi Arabia.
