Properties Management Lead Specialist

Purpose of Job

Jobholders at this level are experienced professionals capable of conducting work with general directions. They are primarily concerned with developing solutions to challenges which require some analysis to understand and resolve, and addressing issues escalated from junior levels.

They undertake complex operational activities including performing demand analysis to identify needed projects, providing support in vendors and external service providers selection, determining degree of priority in studied housing applications, handling handing-over and on boarding, managing residential cities and properties activities, and ensuring communication of work order with operation & maintenance team for resolution.

Job Responsibilities

• Conduct research and benchmark studies to stay abreast of the latest best practices and trends related to residential cities management
• Conduct yearly assessment to form a clear picture regarding current conditions and status of ZATCA’s residential cities
• Support in development of housing policies, guidelines and regulations to provide roadmap for day-to-day operations ensuring compliance with laws and regulations
• Perform demand analysis to assess the gap between current situation and identified needs to determine the necessity of new projects
• Develop housing management plan to guide proper management of residential cities and set requirements for new projects development identifying related degree of priority
• Assess internal capabilities to identify need to appoint external service provider or vendors for residential cities management
• Provide procurement support in identifying and selecting best fits external service provider to lead needed project and handle residential cities functionality
• Receive the list of eligible employees for housing from Human Capital function and study housing applications to understand employee needs (site location, short term / long term stay) and determine degree of priority
• Conduct an assessment of available houses based on housing requests and coordinate with Housing Complexes function to ensure houses are in good conditions and livable as per ZATCA’s standards
• Manage handover and on-boarding in coordination with Benefits Administration function ensuring employees clear understanding of residential cities regulations
• Manage residential cities including operation of housing provision, inspecting, receiving and delivering residential units coordinating with ports representative to ensure preservation of ZATCA’s identity and environment
• Coordinate internally with operation and maintenance team to raise issues and emergency requests identifying the need to engage with outsourced operation & maintenance service provider in specific cases
• Develop and update continuously database of residents’ allocation and of employee’s waitlist
• Follow-up operations and maintenance team for resolution of escalated work order ensuring efficient execution and in a timely manner
• Develop reports consolidating raised work order and recommended corrective actions for future reference
• Evaluate outsourced service providers performance to ensure efficient handling of escalated work order and take needed actions if required

• Conduct yearly assessment to form a clear picture regarding current conditions and status of ZATCA’s properties (Large / Small Branches, Regional Ports)
• Support in development of properties management policies, guidelines and regulations to provide roadmap for day-to-day operations ensuring compliance with laws and regulations
• Perform demand analysis to assess the gap between current situation and identified needs to determine the necessity of new projects
