As part of our expanding footprint in the region, we are currently seeking a qualified Project Manager (NEC4) to lead the delivery of a key infrastructure package under a Technical Services Provider (TSP) contract. This position is site-based in Riyadh, supporting secure infrastructure works for one of our government clients.
As the Project Manager, you will act on behalf of the client to oversee and manage the performance of the appointed Design & Build contractor, ensuring that delivery aligns with contractual obligations, technical specifications, and programme objectives.

Overview
The Project Manager is responsible for the end-to-end delivery of a secure infrastructure package, ensuring it is completed safely, on time, within budget, and in full compliance with NEC4 contract requirements. You will lead planning, execution, risk management, and client engagement, while coordinating with construction, engineering, HSE, and assurance teams. This is a leadership role that demands strong contract knowledge, stakeholder management, and technical oversight capabilities.

This is a leadership role that demands strong contract knowledge, stakeholder management, and technical oversight capabilities.
Key Responsibilities
- Lead project execution from mobilization to handover in line with NEC4 contract obligations.
- Manage scope, schedule, cost, quality, risk, and communication with internal and external stakeholders.
- Coordinate closely with engineering, assurance, and construction leads.
- Monitor contractor performance and ensure compliance with safety, security, and technical standards.
- Prepare and review project documentation including reports, dashboards, and issue logs.
- Liaise with the client on approvals, variations, progress reviews, and technical discussions.
- Report to senior Amentum leadership on project KPIs, risks, and strategic actions.
- Bachelor’s degree in engineering, Construction Management, or related discipline.
- Minimum 10 years’ experience in project management, including 5 years in secure environments.
- Proven experience with NEC4 contracts.
- PMP, PRINCE2, or NEC4 Project Manager accreditation preferred.
- Strong leadership, communication, and stakeholder management skills.
- Proficient in project planning and reporting tools (Primavera P6, MS Project).
- Familiar with Saudi regulations and secure project delivery requirements.
