Purpose of Job

Jobholders at this level are responsible for leading work activities and working autonomously with minor direction towards predetermined long-term objectives.

Jobholders oversee the implementation of operational plans and the provision of significant improvements to set policies, procedures, standards and reports.

Their main operational role includes supervising the development of ZATCA IT & Digitization project management framework, guidelines, and governance. Provide recommendations for developing IT & Digitization programs/projects plans based on the collected inputs and business requirements. Provide support in the development of vendor evaluation criteria and vendor selection. Provide expert recommendations to projects risk identifications, risk assessment, and accordingly to the development of mitigation plan based on the analyzed data. Review vendors performance during IT projects lifecycle. Review the actual performance of IT & Digitization programs/ projects against set of KPIs and the generated performance reports ensuring proper communication to all stakeholders and proper follow up on the implementation of corrective actions and recommendations.

Job Resposiblites

IT Project Management Governance


  • Collect needed inputs, conduct research and benchmark on IT project management new trends and best practices, and establish IT project management governance, methodologies, tools and guidelines in order to ensure consistency among IT projects
  • Receive all new IT projects’ initiation requests, analyse them and conduct proper assessment to ensure alignment to program objectives
  • Document all IT project inputs and reports, and maintain a reliable IT project library


IT Project Management Delivery


  • Gather requirements from stakeholders, identify activities, challenges, resources and costs, and accordingly develop projects charter, scope, plans, budget and schedules ensuring alignment with IT strategic initiatives and programs
  • Communicate the IT project plans to all relevant stakeholders and manage the IT projects from initiation, planning, execution, monitoring / controlling and closure within the approved budget, timelines and allocated resources
  • Follow up on RFP development with relevant stakeholders to ensure describing all technical specifications, requirements, vendor evaluation and selection criteria in alignment with IT functions, and Procurement requirements
  • Collect IT & Digitization project risk information, assess interdependencies, develop risk mitigation plan and accordingly communicate and cascade the results to all relevant functions and stakeholders
  • Monitor and follow up on projects milestones, budget and deliverables, collect bottlenecks and propose preventive/corrective in order to ensure that the project is progressing as planned within approved budget and timeline
  • Conduct periodic review on the IT vendors performance during IT project lifecycle and address issues associated with vendors in order to take immediate steps to rectify the situation or escalate it in a timely manner
  • Follow up on risk response plan implementation and track results in order to ensure effective and timely mitigation
  • Generate IT & Digitization programs / projects periodical progress reports, highlight issues and communicate them effectively in timely manner to all project stakeholders, and follow-up on the implementation of corrective actions
  • Document lessons learnt for knowledge transfer after ensuring project closure activities and all deliverables are submitted as per agreed plan


Organization and Operations


  • Follow all relevant policies, processes and standard operating procedures so that work is carried out in a controlled and consistent manner
  • Help in solving escalated problems and provide needed support for junior team to ensure work is carried out in an efficient manner
  • Escalate complex problems to the relevant person to ensure cases/issues are closed properly
  • Perform other duties as requested


People Management


  • Train junior staff on the different job activities to ensure transfer of know-how, when applicable
  • Provide clear direction, prioritize tasks, assign and delegate responsibility, and monitor the workflow of subordinates/ junior staff
  • Support junior staff or direct reports in order to execute their duties according to set policies and processes

Eductaion


  • Bachelor’s degree in Computer Science, Information Technology, or equivalent is required
  • Master’s degree in Information Technology Management, Computer Science, Business Administration, or equivalent is preferred


Experience

An optimal of 8 years of relevant experience, with a preferred 3 years of experience in managerial level
