Responsibilities

  • Support project managers in execution and control.
  • Develop and manage project budgets, cost estimates, cost forecasts, and financial controls.
  • Identify, assess, and mitigate project risks.
  • Establish criteria and set up systems for all project control activities.
  • Develop, implement, and maintain project control processes and procedures.
  • Define, monitor, and update material cost-rates and productivity rates based on:
  • Square meter basis
  • Quality level
  • Building type
  • Construction methodology
  • Analyze cost trends and productivity metrics to ensure cost-effectiveness and efficiency.
  • Benchmark project costs against industry standards and historical data to improve forecasting accuracy.
  • Work closely with procurement and finance teams to establish cost baselines for materials, labor, and subcontractor services.
  • Evaluate vendor proposals and material pricing to optimize project cost structures.
  • Implement cost-saving strategies while maintaining project scope and quality.
  • Analyze project performance data and provide accurate forecasts and reports to stakeholders.
  • Collaborate with cross-functional teams to ensure alignment of project goals and objectives.
  • Identify and mitigate potential risks that may impact project timelines or budgets.
  • Lead and mentor a team of project control professionals.
  • Continuously improve project control methodologies and tools.
  • Ensure compliance with company policies, industry standards, and local regulations.
  • Participate in client meetings and presentations to communicate project status and control measures.
  • Standardize all project control procedures, Naming Convention, Activity Coding Structure, WBS, OPS, EPS, etc.

Qualifications

  • Bachelor's degree in Engineering from an accredited university.
  • Minimum of 5 years of experience in project controls, with a focus on cost control and financial analysis.
  • PMP, PRINCE2 Practitioner, or equivalent certification.
  • Proven track record of managing project controls for large-scale projects.
  • Familiarity with project management tools (Power BI, JIRA, etc.).
  • Thorough knowledge of cost engineering, cost estimating, cost benchmarking, financial planning, and scheduling techniques.
  • Strong understanding of engineering, procurement, contracts, construction, and startup processes.
  • Experience in defining and analyzing productivity and material cost-rates based on square meter, quality level, and building type.
  • Excellent verbal and written communication skills.
  • Proficiency in project management and control software (Primavera P6, Microsoft Project, etc.).
  • Experience working internationally, with preference for experience in Saudi Arabia.
  • Analytical mindset with strong problem-solving skills.
  • Detail-oriented with the ability to manage multiple projects simultaneously.
  • Knowledge of industry standards and best practices in project control.
  • Ability to work collaboratively in a fast-paced, dynamic environment.
  • Strong organizational and time management skills.
