JOB PURPOSE:

  • Day to day plant efficient accounting, according to good utility practice, international accounting rules (IFRS), legal, contractual and other requirements
  • Ensure that the plant meets the budgeted cash flow, net income and balance sheet position.
  • Establish the appropriate procedures and computerized maintenance management processes as applicable to a prudent financial management, in particular the accounting processes.
  • Coordinate accounting activities with operation, maintenance, administration, and HSE departments
  • Monitor the finance budget in line with the overall company budget
  • Assist in preparing the long term business plan
  • Assist in organizing the yearly financial audit

KEY ACCOUNTABILITIES:

  • Coordinates all accounting activities, according to good utility practice, international accounting rules (IFRS), legal, contractual and other requirements
  • Day to day plant accounting, according to good utility practice, international accounting rules (IFRS), legal, contractual and other requirements
  • Establishes and administers the accounting processes through a computerized management program;
  • Determines and schedules the resources and requirements for each activity;
  • Reviews, implements and monitors the adherence to finance, accounting and purchasing Methods and Procedures;
  • Development, achievement and reporting of KPI’s and objectives in line with the Business Plan;
  • Establish and implement vertical/horizontal communication within the team to ensure members are well informed and remain engaged with the business.
  • Adherence to Quality, Health, Safety and Environmental policies and standards
  • Implementation of Procedures, documentation, drawings and manuals management
  • Establish and facilitate training programs for individual development and operational competence
  • Implements lessons learned processes and other activities to achieve a learning organization;
  • Succession planning for key staff
  • Communication and cooperation with the Operation and Maintenance, HSE, Administration teams

  • The Job Holder will work in a controlled hazardous environment .

Work Levels and Conditions and Risks:

  • Work Level 1 (OSHA scale 1 to 6): the tasks that he/she performs as part of their daily work activities do not represent a risk for their integrity;

Exposure to Risks:

  • Traffic/automobile accidents, ergonomic problems and accidents;
  • Risks inherent to the job of Financial Manager while performing inspections, site visits, etc.

Personal Protective Equipment:

  • Hard hat/safety helmet;
  • Ear protection (plugs or ear muffs);
  • Safety glasses;
  • Safety shoes;
  • Dust mask;

Recommended HPE (Health Protection Equipment):

  • Ergonomic office equipment;

Medical Exams/Laboratory Exams before Taking the Position:

  • Complete medical physical examination;
  • Visual acuity examination.
  • PFT (lung capacity)
  • Audiometric test

Recommended for persons older than 45 years:

  • Laboratory tests: complete blood biometrics, blood chemistry: 3 elements (glucose, urea and creatine) and a general exam of urine;
  • Electrocardiogram;
  • X-ray PA of thorax.

Medical Criteria for the Position:

  • High Blood Pressure: not to present a TA greater than 135/85 in case of present alteration and individual monitoring program;
  • Obesity: in case of obesity, implement a monitoring and reduction of weight program.

JOB CONTEXT:

  • Dhuruma O&M company Ltd operates a combined cycle power facility with 1729 MW of power capacity. The company has two shareholders: Kahrabel FZE, with Head Office in Dubai and Aljomaih Energy & Water Company Limited, with Head Office in Riyadh.
  • Dhuruma O&M company Ltd performs services through an O&M agreement for the Owner of the power facility: Dhuruma Electricity Company.
  • The project is a Greenfield IPP with a 20 year PPA with single off-taker (SEC) on BOO basis.
  • The Job Holder will be based at Dhuruma power plant (PP11), 125 km West of Riyadh;
  • The Job Holder leads the accounting dept. He is responsible for setting Objectives, delivering targets (quantity and quality) as well as execution of the company strategy.

PROBLEM SOLVING:

  • The Job Holder is supposed to act and find solutions to (potential) problems within the Department; however he is responsible for keeping the CFO informed.

  • Internal: The General Manager, Finance dept, Operation, Maintenance, Administration, HR, HSE;
  • External:
  • Owner, Dhuruma Electricity Company, through the O&M agreement
  • Suez Services Saudi, the Gas Turbine long term services agreement contractor
  • Saudi Electricity Company, the Off-Taker
  • Saudi Authorities
  • Other Contractual Counterparties, Contractors, Suppliers, Equipment Manufacturers and Vendors.

FRAMEWORKS, BOUNDARIES AND DECISION-MAKING AUTHORITY:

  • Operates within the approved budgetary limits;

QUALIFICATIONS, EXPERIENCE AND SKILLS:

Essential Qualifications:

  • Qualified accountant with additional relevant qualifications

Experience:

  • At least 10 years experience in the accounting preferably of a large combined cycle power plant, 3 of which must have been in the capacity of a Senior accountant
  • Knowledge of both IFRS and US GAAP as required and applied to the IPP business
  • Knowledge of the main database platforms used – (SAP, MS Office)
  • Knowledge of KSA or Middle East working practices and customs
  • Used to working within a multi-cultural environment
  • Knowledge of joint venture operations within a multinational business environment
  • Proven delegation skills and able to create a work climate where people are empowered to take action
  • Excellent communication skills, capability to communicate clearly and concisely at all levels
  • Ability to act independently to prioritize, initiate, resolve and complete actions required to take the business forward to meet goals
  • Interaction with operation, maintenance, administration and HSE
