Project Overview:
Jubail is one of Bechtel’s most remarkable achievements—a city built from the sand up, requiring vast resources and logistical planning on an unprecedented scale. It the biggest civil engineering project in modern times—and it's getting bigger. Bechtel has managed the Jubail project, located in the Eastern Province of Saudi Arabia, since it began in the mid-1970s. Saudi Arabian Bechtel Company (SABCO) serves as the Management Services Contractor (MSC), or “owner’s representative” for our client, the Royal Commission (RC). We are the Engineering, Procurement, and Construction (EPC) managers, managing design submissions from local AE firms, and overseeing the actual construction work being performed by local contractors and sub-contractors in Jubail and Ras-Al-Khair Industrial Cities. In June 2021, Bechtel’s contract with the Royal Commission was renewed for another 5 years with work focusing on building new residential communities, iconic buildings/ bridges, major site preparation, commercial buildings, mosques, schools, hospitals, sports facilities, clinics, universities, utility services and infrastructure (electrical sub-stations, lift stations), roads and highways, port & pipeline expansions, and more.
Job Summary:
In this role, you will provide technical guidance to promote consistency across projects, customers, and business lines. You will provide detailed review and support to capital cost estimates, cash flow, working capital assessments, and to the preparation of estimate documentation. Your recommendations ensure accurate cost estimations and will be essential in driving project profitability and success.
Major Responsibilities:
- Performs quantity take-offs using approved construction drawings or other defined documents. Collects, reconciles, and verifies data for summary comparisons.
- Prepares estimates using A/E’s information with project team, including vendors, applying unit rates of installation to quantity takeoffs.
- Responsible for development and maintenance of labor cost indices and productivity indices for the region.
- Establish and maintain the cost indices for building materials. Develop labor unit rates.
- Participate in the contingency development of various work items for construction packages.
- Review design scope criteria and quantities for completeness and reasonableness.
- Review change order estimates for reasonableness.
- Perform cost engineering functions including estimating, cost control, budget preparations, forecasting, and cost reporting.
- Coordinate cost estimating activity and input from various disciplines and departments.
- Perform data analysis, identify problems, trends, and make recommendations.
- Perform productivity analysis of construction operations and verify results.
- Preparation and application of cost monitoring and control standards, techniques and programs.
- Prepare Cost Reports; including cost charts and graphs.
- Ensure cost recording, monitoring, and reporting practices for compliance with applicable standards.
- Prepare and review distributable and/or contractors' indirect cost estimates.
Education and Experience Requirements:
- Bachelor’s degree in Engineering, Construction Management, or related field.
- Minimum 8 to 10 years of professional experience of which 10 years in project controls as a QS/Estimator on Heavy Civil / Infrastructure projects.
- Excellent organizational and interpersonal skills with an ability to work closely with peers, external customers, and client counterparts.
- Skilled in oral and written communication.
- Ability to work within a culturally diverse organization, recognizing and respecting differences.
- Ability to lead a team, with experience in coordination and execution, conflict resolution, team building and strategic planning.
Required Knowledge and Skills:
- Professional Membership (RICS, MRICS, MCIOB, AACE)
- Relevant experience on infrastructure-based projects, such as site preparation, site development, highways, utilities and buildings projects.
- Knowledgeable in various Engineering / Construction disciplines – civil, architectural, structural, electrical, mechanical, telecommunications, etc.
- Knowledgeable of Construction Classification Systems.
- Knowledgeable in Autodesk programs such as AutoCAD and Civil 3D, and BIM.
- Experience on site in construction projects is beneficial
- Working knowledge of data analytics software applications such as Power BI.
- Expertise in standard methods of measurement and quantity take-offs.
- Familiar with CSI MasterFormat, Work Breakdown Structure.
- Estimating and Cost Engineering experience required
- Proficient with Contract Administration and dealing with variation claims
- Prior experience overseeing multiple projects, contractor estimates reviews and negotiation.
- Experience in leading a team estimating engineers.
- Prior Middle-East work experience preferred.
