Labor Market Economist (National Scale Model) – 10-Month Engagement

Language Requirements: Fluency in English (mandatory) and fluency in Arabic (preferred).

We are seeking an experienced Labor Market Economist with expertise in building and refining labor market models at a national scale for a 10-month full-time engagement. The role involves analyzing, improving, and activating labor market models, refining data governance, and ensuring alignment with the Saudi Standard Classification of Occupations (SSCO). The ideal candidate will work closely with high-profile stakeholders, including CEOs of government agencies and ministers, and lead the technical modeling aspects within an established team.

Key Requirements

  • Proven experience in developing and implementing national-scale labor market models.
  • Strong economic modeling expertise.
  • Ability to review, assess, and refine existing labor market models, identifying gaps and proposing improvements.
  • Experience in data governance, including defining roles, responsibilities, and data collection methodologies.
  • Proficiency in labor market-related KPIs, forecasting techniques, and workforce analytics.
  • Expertise in linking occupations with educational specializations and aligning models with SSCO classifications.
  • Strong ability to engage and collaborate with high-profile stakeholders (CEOs, ministers, and government officials).
  • Experience with Alteryx or similar data analysis and modeling software.
  • Formal training and academic expertise in economics.

Preferred Qualifications

  • Master's or Ph.D. in Economics, Labor Market Studies, or a related field.
  • Industry experience in labor market research, preferably for the cultural sector.
  • Familiarity with Saudi labor market policies and economic reform initiatives.

Other Qualifications

  • Strong analytical and problem-solving skills to refine labor market models.
  • Ability to work collaboratively within an existing team while leading technical aspects of economic modeling.
  • Excellent verbal and written communication skills, with the ability to present insights to senior executives and policymakers.

Key Responsibilities

  • Labor Market Model Assessment & Enhancement
  • Review the current labor market model, identifying gaps and areas for improvement.
  • Update modeling techniques based on available data and industry best practices.
  • Data Governance & Framework Development
  • Establish governance frameworks for data collection, including necessary templates and stakeholder roles.
  • Define best practices for data integrity and reporting within the labor market model.
  • Workforce Analytics & Classification
  • Refine linkages between occupations and educational specializations to improve workforce alignment.
  • Ensure alignment of cultural occupations with SSCO classifications.
  • Model Activation & KPI Optimization
  • Activate the refined labor market model and generate the required reports.
  • Update and track labor market-related KPIs to measure impact and effectiveness.
  • High-Level Stakeholder Engagement
  • Engage with government leaders, policymakers, and executives to communicate findings and recommendations.
  • Provide strategic insights on labor market trends and workforce planning to decision-makers.

Reporting Structure & Team Setup

  • Reports directly to the Project Manager, with strategic oversight from the Director and Partner.
  • Works within an existing team, leading the technical modeling aspects of the project.
