Project Overview:
Jubail is one of Bechtel’s most remarkable achievements—a city built from the sand up, requiring vast resources and logistical planning on an unprecedented scale. It the biggest civil engineering project in modern times—and it's getting bigger. Bechtel has managed the Jubail project, located in the Eastern Province of Saudi Arabia, since it began in the mid-1970s. Saudi Arabian Bechtel Company (SABCO) serves as the Management Services Contractor (MSC), or “owner’s representative” for our client, the Royal Commission (RC). We are the Engineering, Procurement, and Construction (EPC) managers, managing design submissions from local AE firms, and overseeing the actual construction work being performed by local contractors and sub-contractors in Jubail and Ras Al-Khair Industrial Cities. In June 2021, Bechtel’s contract with the Royal Commission was renewed for another 5 years with work focusing on building new residential communities, iconic buildings/ bridges, major site preparation, commercial buildings, mosques, schools, hospitals, sports facilities, clinics, universities, utility services and infrastructure (electrical sub-stations, lift stations), roads and highways, port & pipeline expansions, and moreJob Summary:
This position shall be advisory in nature, to support the Royal Commission (RC) on tasks provided by RC on day-to-day basis, and fully under RC supervision and controlMajor Responsibilities:
- Responsible for Industry Interface and Coordination to all existing Primary & Secondary Industries and 3rd Parties in operation and under construction including all new Industries that have executed the Industrial Land Lease Contract in Jubail Industrial City to ensure successful operation and construction of their facilities up to commissioning and full sustained commercial operation.
- Coordinates with technical specialist and internal stakeholders for the technical review of potential industrial cluster opportunities, reports on findings, and meets with the relevant departments in order to obtain the needed feedback and submit progress reports to Royal Commission.
- Process and issue approvals for Encroachment Permits for various scope of Works submitted by Primary Industries, Secondary Industries, and other stakeholders in Jubail including Saudi Aramco, SABIC, Saudi Electricity Company (SEC), Saudi Railway Co. (SAR), Saudi Telecom Company (STC), Saline Water Conversion Corp. (SWCC) and Marafiq.
- Meet with the operational industries on a regular basis to determine their needs and requirements from the Royal Commission and coordinate with them about new procedure and update. Coordinate with the utility provider and other 3rd Party organization in the city such as: SEC, Marafiq, STC, Saudi Aramco, Saudi Arabian Railway, Ma’aden, the Saudi Seaport Authority (SEAPA), etc.
- Performs day-to-day coordination with the aforesaid industries and stakeholders in relation to their project expansion requirements, safety and environmental issues, permits requirements.
- Updates Industrial Investment Quarterly Report periodically, and other reports as requested by the RC management.
- Provides industrial data/input to RC concerned departments, as requested.
- Coordinates the evaluation of industry proposed projects if they are aligned with the Master Plan of RC Cities and industrial cluster strategy.
- Coordinates the review of Industrial Land Lease Contracts between RC and Primary/Secondary Industries for RC Management approval.
- Evaluate and review availability of temporary industrial land for assigning to the industries for their construction projects.
- Collect information from the operational and under construction industries and build database that includes, capital investments, nature of the projects, products, feedstocks and number of employees, etc.
Education and Experience Requirements:
- Relevant university/college degree in any Engineering discipline or Industrial Administration.
- Minimum 13 to 15 years of relevant professional experience within a major Engineering/Construction organization.
- Minimum 5 years experience in interface management and 3rd party coordination on design/construction projects.
- Proven ability to interface with and coordinate with a variety of internal and external stakeholders and 3rd Parties.
- Strong communication and interpersonal skills
- Ability to provide strong, active technical leadership to adopt and enforce a consistent approach that nurtures a culture of quality, creativity, innovation, and empowerment.
- Proven team player across multiple departments and other internal and external project stakeholders.
- Able to work in a culturally diverse environment.
Required Knowledge and Skills:
- Good knowledge of discipline engineering/construction techniques and the design/construction/operation of engineered systems.
- Understanding of industry or regulatory codes and standards and design criteria pertinent to the particular engineering discipline.
- Familiar with commercial issues and 3rd party coordination related to industrial developments would be an advantage.
- Takes responsibility for optimizing coordination between departments and resolving technical issues.
- Leads process, performance or quality improvement initiatives within a team.
- Six Sigma Yellow Belt certified would be an advantage.
- Experience in Kingdom of Saudi Arabia/GCC.
- Knowledge of Arabic would be advantageous.
- Demonstrates making well thought out, timely decisions and prioritization that lead to successful outcomes. Includes the right people at the right time.
