HSE Specialist: Dammam, 3rd Industrial City

Job Description

Job Summary:

HSE Specialist is responsible for supporting the implementation and enforcement of health, safety, and environmental policies across all site activities. This role ensures compliance with company standards and regulatory requirements through inspections, training, incident reporting, and risk assessments. The HSE Specialist plays a key role in promoting a strong safety culture and minimizing operational risks in support of safe and efficient project execution.

Responsibilities/Accountabilty & Authority

• Ensure daily compliance with NOV HSE policies, procedures, and relevant legal regulations.
• Conduct regular site inspections, audits, and risk assessments to identify unsafe conditions or practices.
• Report, investigate, and document all incidents, near-misses, and safety observations in a timely manner.
• Deliver safety inductions, toolbox talks, and HSE training to employees and contractors.
• Enforce implementation of the HSE Violations & Points System and follow up on corrective actions.
• Support emergency preparedness and response planning, including drills and equipment checks.
• Maintain accurate HSE records and participate in preparing reports for management and clients.
• Stop any unsafe work immediately and escalate serious non-compliance to the HSE Manager or site leadership.
• Collaborate with project teams and contractors to promote continuous safety improvement.
• Advise on the selection and use of personal protective equipment (PPE) and hazard controls.
  
  

Behavioral Skills/Competencies & Required

• Diploma or Bachelor's degree in Occupational Health & Safety, Environmental Science, Engineering, or a related field.
• HSE certifications such as NEBOSH IGC, OSHA, or equivalent are strongly preferred.
• Minimum 3–5 years of relevant experience in an HSE role, preferably in industrial, oil & gas, or construction environments.
• Attention to Detail: Maintains accuracy in inspections, reporting, and documentation.
• Proactive Mindset: Anticipates risks and takes initiative to prevent incidents.
• Communication Skills: Clearly conveys safety expectations and procedures to diverse teams.
• Integrity & Accountability: Upholds safety standards even under pressure and ensures compliance is maintained.

• Strong knowledge of international and local HSE regulations and standards.
