We are looking for an HSE Manager to join an on-going PMO program in Riyadh, Saudi Arabia.
Your new role, what's involved?
- Lead HSE efforts across the project portfolio, and regularly attend meetings with clients and stakeholders to provide assurance that HSE is being managed in compliance with legal, contractual, and organizational obligations.
- Support the Program Director, ensuring that all HSE obligations are met across projects, and that Project Managers and consultants are fulfilling their legal and contractual HSE responsibilities.
- Ensure effective collaboration between all stakeholders, including clients, PMO, PMC, CSC, and contractors, on HSE matters to maintain consistency and compliance across the portfolio.
- Maintain a holistic view of the program, ensuring that HSE risks are identified, communicated, and managed effectively across all projects.
- Implement the organization's HSE management system within the PMO framework to protect staff and stakeholders from physical and psychological risks across all projects.
- Promote a positive culture of health, safety, environment, quality, and wellbeing across the project portfolio, ensuring alignment with the PMO’s overall governance and risk management strategy.
- Adopt a proactive approach to HSE risk management, developing awareness campaigns and initiatives for the entire portfolio to ensure risks are communicated, understood, and managed appropriately.
- Drive the Zero Harm vision across the portfolio, ensuring that fatal risks are identified, mitigated, and continuously monitored to prevent incidents across all projects.
- Monitor HSE performance across the portfolio using defined KPIs, identifying trends and implementing corrective actions where necessary to maintain high standards of HSE compliance.
- Provide expert advice, support, and training to project management teams on organizational and contractual HSE requirements, ensuring alignment with PMO guidelines.
- Oversee the allocation and management of HSE resources across the portfolio, ensuring that sufficient HSE coverage is provided at each stage of the program to meet project needs.
- Ensure that the PMO HSE team conducts proactive monitoring, including audits and inspections of contractors and consultants, to ensure compliance with HSE policies and contractual obligations.
- Identify and recommend areas for HSE improvement across the project portfolio, supporting a culture of continual improvement and innovation in health, safety, and environmental practices.
- Hold a BSc / MSc or equivalent health and safety qualification
- At least 15 years’ experience in the field of HSE within the construction sector, with at least 5 years in a senior HSE level role working closely with leadership teams
- At least 5 years’ previous experience working in the Middle East – Essential
- Hold an environmental qualification IEMA, NEBOSH Environmental Diploma or equivalent
- Have an internal / external auditing qualification, ISO 45001, 14001 or 9001
- Chartered Member of a professional body i.e. IOSH, IIRSM or SocEnv.
