Job Description
Parsons is looking for an amazingly talented HSE Manager to join our team!
What You’ll Be Doing
HSE Oversight and Compliance:
- Ensure full compliance with local, international, and project-specific HSE regulations, standards, and best practices.
- Develop, implement, and enforce HSE policies and procedures in alignment with contractual and regulatory obligations.
- Conduct regular site inspections and audits to identify unsafe conditions, non-compliance, and areas for improvement.
- Serve as the primary HSE authority on assigned shifts, providing hands-on supervision and direction to workers and supervisors.
- Coordinate safety briefings, toolbox talks, and shift-change meetings to ensure clear communication of HSE expectations.
- Ensure proper shift handovers, incident reporting, and HSE continuity across 24/7 operations.
- Lead task-specific risk assessments (JSA, HIRA, etc.) and ensure implementation of appropriate mitigation measures.
- Monitor high-risk activities such as hot works, airside operations, confined space entry, and working at heights.
- Review and approve method statements and permits to work, ensuring control measures are in place.
- Coordinate and respond to all safety-related incidents during shifts, ensuring immediate containment and proper escalation.
- Lead incident investigations and root cause analysis; develop corrective and preventive action plans.
- Conduct regular emergency drills, evaluate response effectiveness, and update emergency procedures as needed.
- Deliver safety induction training, refresher courses, and awareness campaigns across all shifts.
- Promote a proactive safety culture through engagement, communication, and leadership by example.
- Mentor and coach field staff and subcontractors to improve their understanding and implementation of HSE practices.
- Maintain accurate HSE records including inspections, audits, incident reports, and training logs.
- Generate daily shift HSE reports, including observations, corrective actions, and safety performance metrics.
- Report key trends and findings to the HSE Director and Project Management.
- Coordinate HSE efforts across multiple contractors and subcontractors to ensure unified compliance and standards.
- Interface with client representatives and third parties regarding safety performance, inspections, and reporting.
- Participate in coordination meetings and represent HSE during shift-level operational reviews.
- Education: Bachelor’s degree in Occupational Health & Safety, Environmental Science, Engineering, or a related field.
- Experience:
- Minimum of 15 years of HSE experience in the construction industry, with at least 5 years in a supervisory or managerial role on large-scale infrastructure or airport projects.
- Proven experience coordinating HSE across multiple shifts or 24/7 operations.
- Skills & Knowledge:
- Strong understanding of international HSE standards (OSHA, ISO 45001, ISO 14001).
- Excellent knowledge of construction safety practices, particularly in aviation or airfield environments.
- Strong leadership, communication, and interpersonal skills.
- Proficient in incident investigation techniques and root cause analysis methodologies.
- Competency in using HSE management systems and digital reporting tools.
- Professional certifications such as NEBOSH IGC, OSHA 30/OSHA 510, IOSH, or equivalent.
- Experience on airport or airfield projects involving airside operations and aviation safety protocols.
- Training in emergency response planning, fire safety, and hazardous material handling.
- Knowledge of local labor laws and environmental regulations.
- Ability to manage multi-cultural teams in a fast-paced, high-risk environment.
- Familiarity with digital permit-to-work systems and mobile HSE reporting applications.
