Job Description

Parsons is looking for an amazingly talented HSE Manager - Patrolling to join our team!

Specific Responsibilities

What You’ll Be Doing

Site Safety Patrolling and Monitoring:

• Lead and conduct regular site safety patrols across all project zones, including airfield, terminals, support infrastructure, and construction areas.
• Identify unsafe acts, conditions, and non-compliances; initiate immediate corrective actions and report findings to relevant stakeholders.
• Monitor adherence to HSE policies, procedures, and permit-to-work systems on site.
  
  
  

HSE Compliance And Enforcement

• Ensure compliance with GACA regulations, Saudi labor laws, OSHA standards, and international best practices.
• Oversee implementation of risk assessments, method statements, and safety plans during all construction and operational activities.
• Investigate accidents, incidents, and near misses, preparing reports and recommending preventive measures.
  
  
  

Safety Culture And Training

• Promote a strong safety culture through continuous engagement, awareness campaigns, and toolbox talks during site patrols.
• Coordinate with training teams to ensure workforce competency and compliance with safety certifications.
• Lead safety audits and inspections alongside client and third-party representatives.
  
  
  

Reporting And Documentation

• Maintain detailed records of patrolling activities, observations, non-compliances, and corrective actions.
• Prepare and submit periodic HSE patrolling reports, metrics, and trend analysis to senior management.
• Support regulatory inspections and compliance audits.
  
  
  

Collaboration And Leadership

• Work closely with project management, contractors, and HSE teams to resolve safety issues proactively.
• Lead or participate in safety committees and coordination meetings to enhance safety performance.
• Mentor and coach HSE officers and site personnel on safety best practices.
  
  
  

Education

Preferred Education / Experience

• Bachelor’s degree in Safety Engineering, Environmental Science, or a related discipline.
• Certified Safety Professional (CSP), NEBOSH Diploma, or equivalent certification preferred.
  
  
  

Experience

• 15+ years of progressive HSE management experience in large-scale construction or infrastructure projects, preferably in airport or aviation environments.
• Demonstrated expertise in safety patrolling, enforcement, and accident investigation.
• Familiarity with GCC safety regulations, GACA requirements, and international standards.
  
  
  

Skills & Knowledge

• Strong knowledge of construction and operational HSE hazards and controls in airport projects.
• Proficient in safety management systems, auditing tools, and incident reporting software.
• Excellent observational, analytical, and communication skills.
  
  
  

Required Skills / Competencies

• Proven leadership in enforcing and promoting site safety through active patrolling.
• Ability to identify risks, enforce compliance, and drive continuous improvement in safety culture.
• Strong interpersonal skills to engage with diverse teams and contractors effectively.
• Fluency in English required; Arabic language skills advantageous.
• Commitment to upholding the highest standards of safety and environmental stewardship.
