Parsons is looking for an amazingly talented HSE Manager - Patrolling to join our team!
Specific Responsibilities
What You’ll Be Doing
Site Safety Patrolling and Monitoring:
- Lead and conduct regular site safety patrols across all project zones, including airfield, terminals, support infrastructure, and construction areas.
- Identify unsafe acts, conditions, and non-compliances; initiate immediate corrective actions and report findings to relevant stakeholders.
- Monitor adherence to HSE policies, procedures, and permit-to-work systems on site.
- Ensure compliance with GACA regulations, Saudi labor laws, OSHA standards, and international best practices.
- Oversee implementation of risk assessments, method statements, and safety plans during all construction and operational activities.
- Investigate accidents, incidents, and near misses, preparing reports and recommending preventive measures.
- Promote a strong safety culture through continuous engagement, awareness campaigns, and toolbox talks during site patrols.
- Coordinate with training teams to ensure workforce competency and compliance with safety certifications.
- Lead safety audits and inspections alongside client and third-party representatives.
- Maintain detailed records of patrolling activities, observations, non-compliances, and corrective actions.
- Prepare and submit periodic HSE patrolling reports, metrics, and trend analysis to senior management.
- Support regulatory inspections and compliance audits.
- Work closely with project management, contractors, and HSE teams to resolve safety issues proactively.
- Lead or participate in safety committees and coordination meetings to enhance safety performance.
- Mentor and coach HSE officers and site personnel on safety best practices.
Preferred Education / Experience
- Bachelor’s degree in Safety Engineering, Environmental Science, or a related discipline.
- Certified Safety Professional (CSP), NEBOSH Diploma, or equivalent certification preferred.
- 15+ years of progressive HSE management experience in large-scale construction or infrastructure projects, preferably in airport or aviation environments.
- Demonstrated expertise in safety patrolling, enforcement, and accident investigation.
- Familiarity with GCC safety regulations, GACA requirements, and international standards.
- Strong knowledge of construction and operational HSE hazards and controls in airport projects.
- Proficient in safety management systems, auditing tools, and incident reporting software.
- Excellent observational, analytical, and communication skills.
- Proven leadership in enforcing and promoting site safety through active patrolling.
- Ability to identify risks, enforce compliance, and drive continuous improvement in safety culture.
- Strong interpersonal skills to engage with diverse teams and contractors effectively.
- Fluency in English required; Arabic language skills advantageous.
- Commitment to upholding the highest standards of safety and environmental stewardship.
