Strategic Contribution

  • Ensure that the strategy is translated into operational business plans for the Health, Safety and Environment function and monitor the performance and execution of those plans to achieve functional objectives and deliver the company’s strategy.
  • Assist with the implementation of the annual business plan and targets and execute the strategic agenda of the Health, Safety and Environment function to deliver APQ vision and mission.

Health, Safety & Environment

  • Ensure the effective implementation of APQ HSE Management system and HSE requirements in respective programs.
  • Review Health Safety and Environmental Plan, Emergency response plan, risk assessment etc as required.
  • Advise and provides technical support to Fusion team on all HSE matters and reviews.
  • Deliver HSE training and awareness, advise APQ on statutory training requirements and compliance.
  • Attend pre-job, planning and other SATORP/SASREF meetings as required and supervise the operation team on area specific HSE inspections, audits, reports, certifications, permits, etc.
  • Conducts regular HSE inspections, scheduled audit programs, HSE meetings as required.
  • Investigate HSE incidents and near-misses as per APQ/SATORP/SASREF process and prepare investigation report, including recommendations to prevent recurrence and implement approved course of actions.
  • Development and implementation of HSE Plans and emergency response plans that comply with Company policies and procedures as well as local requirements on site
  • Assist APQ HSE Manager on site HSE requirements and ensure compliance.
  • Performs other responsibilities associated with this position as may be appropriate or delegated by APQ EHS Manager of Safety, Health & Environment for the program.
  • Coordinate with other workstream lead to establish the requirement during transition and normal operation.
  • Understanding the regulatory compliance requirements obligated by the refineries ( SASREF – SATORP) and considering them in the carveout exercise.
  • Responsible in developing site specific HSSE Management system & plans including ( aligned with the refineries SASREF – SATORP and APQ System) – APQ HSE Team Can support
  • Understanding HSE services required to operate the assets comply with ( SASREF – SATORP) requirement and APQ Standards.
  • Interact with SASREF / SATORP counterpart as needed ensuing smooth transition and approval of developed documents on timely manner.
  • Ancillary services will be provided by the refineries ( SASREF – SATORP) to be considered during the development of the HSE Management system and plans.

Policies, Systems, Processes, Procedures, Standards and Reports

  • Follow all relevant functional policies, processes, standard operating procedures and instructions to ensure that work is carried out in a controlled and consistent manner.
  • Assist in the preparation of accurate and timely functional MIS statements and reports to meet corporate and functional requirements, policies and standards.

Safety, Quality & Environment

  • Apply safety, quality and environmental management policies, procedures and controls to ensure employee safety, legislative compliance, delivery of high-quality products/services and a responsible environmental attitude.

Continuous Improvement

  • Contribute to the identification of opportunities for continuous improvement of Health, Safety and Environment function’s systems, processes and practices considering ‘international best practice’, improvement of business processes, cost reduction and productivity improvement

Job Requirements:-

Qualification and Experience

  • A minimum of 15 year’s practical experience in occupational HSE.
  • Holding a Degree or Diploma in Occupational Health and Safety or other allied fields.
  • Knowledge of and ability to use management concepts and principles including goal setting, planning and execution.
  • Experience having worked on with major programs and projects preferably with the developers
  • IOSH, NEBOSH Qualified/Accreditations, HSE relevant trainings and qualified as an internal auditor.
  • Strong knowledge of relevant HSE principles.
  • Ability to adhere to Company policies, procedures, guidelines and work requirements.
  • Knowledge of local regulatory HSE requirements.
  • Good knowledge of construction techniques and the ability to recommend safe work practices.
  • Ability to prepare and update HSE statistical tracking and trending data.
  • Ability to carry out incident investigation and root cause analysis.
  • Proficient in the use of MS Office Applications (Words, Excel, PowerPoint, etc).
  • Documentation skills.
