Job description:

We are looking for highly skilled HSE Engineers to join our consultant supervision team on large-scale construction projects in Riyadh, Jeddah and Makkah.

Reporting to the Project HSE Manager, the role provides assurance for compliance to DAR Engineering and Client HSE requirements whilst focusing on the practical implementation across the project sites. The HSE Engineer will collaborate closely with the construction team to identify and rectify potential safety hazards, ensuring the highest standards of workplace safety.

The successful candidate will assist operations with the implementation of the HSE management plan and programs, be involved in field leadership, mentorship, and engagement with the workforce.

Key Responsibilities/Deliverables:
  • Develop and maintain health and safety policies, procedures, and guidelines in accordance with legislative requirements and industry best practices.
  • Assist in the development and maintenance of leading/lagging KPI's for HSE and client HSE requirements.
  • Design, implement, and deliver Health and Safety Assurance Plans.
  • Influence safe behaviors and safe processes.
  • Ensure project activities comply with local and international HSE standards, such as OSHA, NEBOSH, ISO 45001, and ISO 14001.
  • Conduct regular site visits, risk assessments, and audits to identify hazards and ensure adherence to safety protocols.
  • Investigate accidents, near-misses, and unsafe conditions, preparing detailed reports and recommending corrective actions.
  • Develop, implement, and monitor risk control measures to minimize workplace hazards and ensure a safe construction environment.
  • Develop and enforce project-specific HSE plans, emergency response procedures, and safety guidelines in collaboration with contractors and project stakeholders.
  • Mentor and coach contractor site supervision and HSE teams and work closely with DAR Engineering Engineers, guiding them on processes and procedures.
  • Monitor and evaluate contractor and subcontractor HSE performance, ensuring alignment with project safety requirements.
  • Ensure compliance with environmental regulations, waste management protocols, and sustainable construction practices.
  • Ensure the proper use and maintenance of personal protective equipment (PPE) and safety tools across the site.
  • Ensure HSE standards are effectively implemented and continuously improved and support the site team through inspections to recognize hazards, minimize risks and maintain and improve the HSE site standards.
  • Maintain accurate HSE records, reports, and documentation as required by regulatory authorities and project management.
Qualifications and Experience:
  • Minimum Ten (10) years of experience HSE experience in large-scale construction projects, preferably in consultancy supervision roles.
  • Bachelor’s degree in Engineering, Environmental Science, HSE or equivalent.
  • Relevant HSE/OHS qualification (NVQ Level 6 Diploma and CSP) is highly regarded.
  • NEBOSH IGC Certificate or equivalent.
  • ISO 45001 Lead Auditor and ISO 14001 Lead Auditor.
  • Experience in KSA/GCC region (highly recommended).
  • Good communication skills, both in presentation and documentation.
  • Attention to detail and ability to thrive in a fast-paced environment.
  • Excellent reporting, documentation, and coordination skills.
  • Good command over English.
