Job Description
Parsons is looking for an amazingly talented Engineering Manager to join our team!
What You'll Be Doing;
- Lead technical supervision and inspection of runway construction, including subgrade preparation, pavement layers, grooving, and markings.
- Oversee installation of related systems such as runway lighting, drainage, and navigational aids (NAVAIDs).
- Ensure compliance with ICAO Annex 14, FAA, and national aviation authority requirements for runway design and construction.
- Provide on-site engineering support during runway and airfield works, interpreting specifications and resolving technical issues promptly.
- Coordinate closely with design consultants, survey teams, and contractors to ensure accurate implementation of the runway alignment and grading.
- Support the review and execution of ground compaction testing, asphalt/concrete mix design validation, and pavement quality assessments.
- Collaborate daily with contractors, subcontractors, and airport stakeholders to monitor construction progress and resolve field constraints.
- Attend and lead project meetings focused on airfield work sequencing, safety protocols, and operational readiness.
- Ensure alignment of fieldwork with project schedule, milestones, and quality deliverables.
- Promote and ensure compliance with project-specific and international HSE regulations during all airfield construction activities.
- Identify runway-related risks and support mitigation strategies, including FOD (Foreign Object Debris) control, safe equipment movement, and night shift protocols.
- Enforce strict safety practices during asphalt paving, concrete pouring, and heavy equipment operations.
- Review and approve method statements, inspection and test plans (ITPs), and material submittals related to runway construction.
- Maintain detailed records of inspections, quality tests, construction progress, and non-conformance reports.
- Prepare daily and weekly reports on runway construction status, challenges, and resolutions for client and consultant review.
- Lead a team of field engineers and inspectors assigned to airfield works, focusing on runway and taxiway packages.
- Provide technical mentoring and enforce high standards of engineering quality and safety performance.
- Foster a collaborative team environment and promote continuous learning on international best practices in airfield construction.
- Ensure strict adherence to ICAO, FAA, and ASTM standards related to airfield pavements, lighting, and signage.
- Monitor contractor performance for compliance with airport operator requirements and civil aviation authorities.
- Stay up to date with technological advances in runway construction, pavement design, and sustainable airfield practices.
- Minimum 15 years of experience in runway engineering, airport infrastructure, or large-scale airfield construction projects.
- Bachelor’s degree in Civil Engineering, Transportation Engineering, or a related discipline.
- Proven track record in managing runway or taxiway projects from design review through execution and commissioning.
- Strong knowledge of runway design standards, pavement layers (asphalt, concrete), and grading/tolerances.
- Experience with ICAO Annex 14, FAA AC 150 standards, and other aviation civil works guidelines.
- Proficiency in reviewing technical drawings, work plans, QA/QC documentation, and field reports.
- Excellent leadership, communication, and problem-solving skills in high-pressure environments.
- Familiarity with airfield operational protocols, phased construction, and night shift coordination.
- Certification in airport engineering, pavement design, or project management (e.g., PMP, PE, or similar).
- Experience working in live airport environments or military airfields with strict operational protocols.
- Familiarity with AutoCAD Civil 3D, BIM, Primavera, or similar tools for civil coordination and construction planning.
- Exposure to sustainable runway design practices and green construction materials.
- Fluency in English (written and spoken); Arabic is an advantage.
