Job Purpose:

To ensure an effective system exists to manage Process Safety of the terminal which will help in ensuring validity of the barriers installed by design, engineering standards, technology or through operating procedures, and maintained through EHSS critical activities which are managed by PSM.

Key Accountabilities

  • Lead Process Safety in SABTANK through develop, monitor and report Process Safety Key Performance Indicators (PS KPI’s), proposals for improving Process Safety performance, support implementation of standards and recommendations from the industry (API754) execute and develop a periodic review of site Process Safety Management (PSM) program and support all concern department for Process Safety Information (PSI).
  • Participate in development of safeguarding philosophies, Cause and Effect diagrams, PHA / HAZOP reviews, LOPA analysis, SIL analysis. Participates in Risk analysis, Consequence analysis and Frequency estimation. Participates in Dispersion analysis, Overpressure protection analysis.
  • Identifying weak barriers of process safety and rectify it. Conduct Process Safety Incident Investigations and follow-up action items. Periodic verification of the healthiness of existing Process Safety barriers to identify gaps.
  • Coordinates with process safety manager and departmental process safety engineers in development / updating of revalidation PHA plans, relevant risk management systems, ensuring quality of PHA reviews and tracking of the recommendations.
  • Assumes role of team leader for PHA reviews (Special) that include HazOp, LOPA, FMEA & Fault Tree Analysis and other PHA methodologies.
  • Provides guidance to projects on the application of Inherent Safer Design Strategies.
  • Participates in EHSS / PHA reviews required at various phases of a project.
  • Involves in the selection of Safety Instrumented level (SIL) based on the philosophy of IPF classification and Safety Instrumented Systems & Functions.
  • Involves in developing philosophy of Instrumented Protective Function (IPF) classification, Safety Instrumented Functions (SIF) and Safety Instrumented Systems (SIS), as required by SHEM-02.01, as a member of multidisciplinary team.
  • Conducting & participating in process hazard analysis for existing facility and modifications through MOC. Participates in Pre-Start-up SHE Review (PSSR). Participate as member in Alarm Management committee and MOC review committee to provide process safety input.

Requirements:

  • B.S. degree in Chemical Engineering.
  • Specific training / certification pertaining to process safety is preferred.

Minimum Experience:

  • 5-10 years’ experience in a petrochemical industry, preferably as Process Engineer or Process Safety Engineer.
  • 5 years in petrochemical Terminals.
  • Familiar with international safety standards, codes and regulations pertaining to Process Safety.

Job Specific Skills:

  • Familiar with international standards, codes and regulations.
  • High-level management of process documentation, e.g. PFD, P&IDs.
  • Simulation programs utilization experience.
  • Proficient in Process Safety Risk identification / Layers of Protection.
  • Proficient level in Hazard identification & PHA methodologies.
  • Proficient in Process Safety Standards and Regulations (Including Process Safety Related in SAF).
  • Sound analytical interpretation and Cost analysis proposals.
  • Highly competent in assigned terminal process, troubleshooting, Process equipment.
  • Efficiency analysis, and firm knowledge of process control & interlocks.
