Working under the direction of a Senior Engineer or Project Manager, the SME is responsible for executing inspections, reviewing technical documentation, supporting non-conformance tracking, and validating engineering compliance with relevant codes and standards.
This role is ideal for a technically strong and field-oriented engineer with hands-on experience in inspections, QA/QS processes, and electrical systems. The SME will contribute to ensuring that power sector assets are delivered to the highest quality standards, with risks mitigated early and issues escalated appropriately.

Role Summary

Working under the direction of a Senior Engineer or Project Manager, the SME is responsible for executing inspections, reviewing technical documentation, supporting non-conformance tracking, and validating engineering compliance with relevant codes and standards.
This role is ideal for a technically strong and field-oriented engineer with hands-on experience in inspections, QA/QS processes, and electrical systems. The SME will contribute to ensuring that power sector assets are delivered to the highest quality standards, with risks mitigated early and issues escalated appropriately.
Key Responsibilities
1. Inspection Execution & Technical Review
- Carry out inspections of key electrical assets such as transformers, switchgear, cables, earthing systems, and auxiliary power systems in line with approved ITPs and checklists.
- Participate in factory acceptance tests (FAT), site acceptance tests (SAT), and witness inspections at vendor sites or project locations.
- Verify compliance of materials, fabrication processes, and installations against drawings, specifications, and standards.
- Capture photographic and technical evidence, complete inspection templates, and raise non-conformances where necessary.
- Support QA/QS team in reviewing inspection documentation, vendor test reports, certificates of compliance, and NCR logs.
- Help maintain QA/QS registers, track closeout of punch points, and assist in document collation for submission to the client.
- Provide inputs to quality dashboards and status reports for inclusion in progress reviews.
- Liaise with document controllers to ensure traceability and version control of QA records.
- Support communication between inspection teams, local vendors, and client engineers on technical matters during inspections.
- Escalate unresolved technical issues, deviations, or delays to the Senior SME or Focal Point in a timely and structured manner.
- Assist in site-level interpretation of technical drawings, datasheets, and inspection criteria.
- Coordinate with local representatives for site access, safety inductions, PPE compliance, and logistical arrangements for inspection missions.
- Ensure all inspections are carried out in accordance with HSE requirements and site-specific safety procedures.
- Report any unsafe conditions or behaviours witnessed during inspection activities.
- Contribute to the identification of recurring quality issues and recommend improvements to inspection protocols.
- Capture lessons learned and support integration of new tools or templates to streamline inspection workflows.
- Participate in knowledge-sharing sessions with junior inspectors or documentation teams as required.
Professional Experience:
- Minimum 5 years of experience in electrical engineering or QA/QC roles, with direct exposure to generation, transmission, or distribution projects.
- At least 3 years working in an inspection or QA/QS environment involving technical assessments and fieldwork.
- Experience conducting inspections at vendor workshops, substations, construction sites, or operational power facilities.
- Familiarity with quality and inspection requirements in utility-led or EPC-led projects in the GCC or similar international context.
- Basic to intermediate understanding of HV/LV equipment (e.g., circuit breakers, CTs/PTs, relays, panels, cabling).
- Familiarity with FAT/SAT procedures, electrical functional testing, and quality document reviews.
- Awareness of key codes and standards such as ISO 9001, IEC 60076, IEC 62271, and utility-specific quality procedures.
- Competent in using inspection templates, forms, and digital reporting tools (e.g., iAuditor, Excel trackers).
- Bachelors degree or equivalent in Electrical or Power Engineering.
- Formal training in QA/QC or inspection methodologies preferred.
- ISO 9001 Internal Auditor certification is an advantage.
- Additional safety training (e.g., HSE inductions, confined space, electrical isolation) beneficial.
- Power Quality (PQ) awareness is desirable, particularly in the context of commissioning support or system performance validation.
- Familiarity with QA/QS systems such as Maximo, Aconex, or SharePoint-based inspection platforms.
- Experience supporting FATs for complex OEM equipment is a bonus.
- GCC-based field inspection experience with organisations such as SEC, DEWA, or KAHRAMAA is highly valued.
- Awareness of ISO/IEC 17020 and 17025 compliance requirements is an added advantage.
- Basic knowledge of QA practices in non-electrical disciplines (e.g. mechanical or structural) is a plus.
- Conversational Arabic is desirable to support in-field interactions and document understanding.

- Strong written and verbal communication for technical records
- Ability to work independently and escalate when needed

- Quality of documentation submitted for review
- Responsiveness to field issues and technical support requests
- Contribution to QA/QS tracking and record keeping
- Demonstrated professionalism during client or vendor interactions
- The role involves fieldwork at vendor locations, substations, and fabrication facilities, with occasional remote reporting.
- Candidates must be available for on-site inspections across project sites in the GCC.
- Will require use of PPE and adherence to site-specific safety protocols.
- Travel may include short-term assignments to remote locations depending on inspection schedules.
