Primary Roles and Responsibilities:


  • Develop the Development function operational plans, ensure its alignment to the directorate’s strategy and the overall strategy of JCSA, and manage implementation.

  • Work closely with the Investment and Business Development Director to ensure their full understanding of approved business opportunities that JCSA will pursue.

  • Direct all activities related to the construction of development projects (internally or through service providers) and ensure its executed efficiently and effectively.

  • Direct and approve the development of conceptual, schematic and detailed architectural, structural and services design to ensure alignment with business opportunity’s objectives.

  • Direct all activities related to drafting the guidelines for JCSA’s land use mix, open and public spaces utilization, utility planning and transportation planning.

  • Ensure that all buildings and structures design are functional as well as energy efficient, environmentally friendly, aesthetically pleasing and safe.

  • Drive the documentation of technical requirements through front end engineering design (FEED) early on during the conceptual design phase to form the basis for future detailed designs development and execution.

  • Direct all activities related to the execution of the construction project plans including, defining project objectives, requirements, phases, constraints and success factors.

  • Oversee service providers at all stages and provide technical advice when problems arise as necessary and ensure that their work progress is according to the project plan, and raise any delays to the relevant stakeholders.

  • Validate work performance evaluation against contract details and quality control guidelines to identify gaps and investigate reasons.

  • Provide input throughout the tendering process to select external vendors for planning, detailed project design, and execution oversight.

  • Review progress reports related to issues, delays, and deviations from the master plan as well as performance against contract details for decision-making, and recommend corrective actions and mitigations when and as required.

  • Review and approve change requests and provide recommendations to ensure proper implementation of required changes.

Required Education:

Bachelor’s degree in civil engineering or any other relevant field.

Required Years of Experience:

Minimum of 12 years of experience in a similar role, 5 years of which in a managerial/leadership role.
