Parsons are seeking an accomplished and results-driven Delivery Manager to oversee the successful execution, integration, and delivery of major airfield development works within a large-scale airport program. This role requires strategic leadership, complete oversight of project performance, and coordination across multidisciplinary engineering, construction, and stakeholder teams.

Job Description
Parsons are seeking an accomplished and results-driven Delivery Manager to oversee the successful execution, integration, and delivery of major airfield development works within a large-scale airport program. This role requires strategic leadership, complete oversight of project performance, and coordination across multidisciplinary engineering, construction, and stakeholder teams.
The ideal candidate will bring 25 years of proven experience delivering complex airfield or aviation infrastructure projects, with strong command of project delivery, interface management, risk control, and stakeholder engagement.
What You'll Be Doing;
- Lead the overall delivery of airfield project scope including runways, taxiways, aprons, utilities, lighting systems, airside infrastructure, and associated facilities.
- Implement the Project Delivery Plan and ensure alignment with master schedule, design intent, operational requirements, and airport authority standards.
- Monitor construction progress, manage deliverables, and drive timely completion of critical milestones.
- Provide direction to multidisciplinary teams to ensure on-time, on-budget, and high-quality delivery.
- Oversee project planning, phasing, and sequencing to maintain continuous progress while minimizing operational disruptions.
- Track project performance, manage change controls, and ensure adherence to contractual obligations.
- Review cost reports, verify variations, and support commercial teams in claims avoidance and mitigation.
- Implement corrective actions and recovery strategies where required.
- Serve as the primary interface between contractors, consultants, airport operators, authorities, and internal delivery teams.
- Coordinate closely with design, construction, airside operations, safety, and T&C teams to maintain alignment across disciplines.
- Facilitate interface management workshops and resolve design/technical issues affecting delivery.
- Ensure collaboration across landside, airside, and terminal project boundaries for seamless integration.
- Establish and manage risk registers, identify critical risks, and implement mitigation plans.
- Ensure full compliance with ICAO, FAA, GACA, and relevant international standards for airfield infrastructure.
- Oversee QA/QC processes, ensuring materials, workmanship, and construction activities meet project specifications.
- Support safety teams to ensure strict adherence to HSE regulations and airside safety protocols.
- Monitor contractor performance, review method statements, work plans, and technical submissions.
- Conduct progress reviews, manage escalation issues, and ensure technical and contractual conformity.
- Facilitate decision-making to resolve bottlenecks and expedite approvals.
- Drive performance KPIs and ensure continuous improvement throughout the delivery cycle.
- Lead the process for progressive handover, system readiness, and final acceptance of airfield assets.
- Ensure as-built documentation, O&M manuals, commissioning records, and closeout documents meet requirements.
- Work with ORAT, T&C, and airport operations teams to ensure operational readiness and a seamless transition to live use.
- Bachelor’s degree in Civil Engineering, Aviation Engineering, Construction Management, or related field.
- Minimum 25 years of experience in delivering large-scale airfield, airport, or major infrastructure projects.
- Proven track record of leading complex airside development including pavements, lighting, utilities, and special airport systems.
- Experience managing mega projects and multidisciplinary delivery teams.
- Strong understanding of airfield engineering, airside operations, airport standards, and regulatory frameworks.
- Deep knowledge of construction management, project controls, quality management, and risk management principles.
- Proficient in project management platforms (e.g., Primavera P6, MS Project) and collaboration tools.
- Excellent leadership, communication, and stakeholder management abilities.
- Demonstrated capability to manage complex interfaces and deliver under challenging program constraints.
- Professional certifications such as PMP, PgMP, PMI-RMP, or Chartered Engineer status.
- Experience delivering projects in live airport operational environments.
- Knowledge of ICAO Annexes, FAA Advisory Circulars, and international airfield design standards.
- Familiarity with digital delivery platforms such as BIM 360, Aconex, and asset management systems.
- Fluency in Arabic is an advantage.
