Parsons is looking for an amazingly talented Cultural & Religious Compliance Manager to join our team.
The Cultural & Religious Compliance Manager will ensure that all aspects projects align with Islamic principles, cultural sensitivities, and the religious significance of the Holy City of Makkah. The role involves advising on design, operations, and development strategies to ensure compliance with Shariah law and cultural norms while enhancing the experience for pilgrims and visitors. This position is reserved for a Saudi national with a deep understanding of Islamic values, local traditions, and the unique requirements of projects in Makkah.

Job Description
Parsons is looking for an amazingly talented Cultural & Religious Compliance Manager to join our team.
The Cultural & Religious Compliance Manager will ensure that all aspects projects align with Islamic principles, cultural sensitivities, and the religious significance of the Holy City of Makkah. The role involves advising on design, operations, and development strategies to ensure compliance with Shariah law and cultural norms while enhancing the experience for pilgrims and visitors. This position is reserved for a Saudi national with a deep understanding of Islamic values, local traditions, and the unique requirements of projects in Makkah.
What You'll Be Doing
- Review and approve project plans, designs, and policies to ensure alignment with the religious and cultural significance of the Holy City.
- Provide guidance on the integration of Islamic architectural elements and culturally appropriate design solutions.
- Monitor and enforce adherence to guidelines set by local authorities and religious institutions.
- Develop and deliver training programs for project staff and contractors to raise awareness of cultural and religious sensitivities.
- Provide ongoing guidance to ensure all team members understand the importance of compliance in the context of Makkah.
- Address any cultural or religious concerns that arise during the project lifecycle.
- Mediate and resolve conflicts related to cultural or religious issues in a professional and respectful manner.
- Advise on the use of digital technologies, such as mobile apps and smart home solutions, to ensure they align with Islamic values and enhance the pilgrim experience.
- Act as the primary liaison between the project team and religious authorities, including the Ministry of Hajj and Umrah, the General Presidency for the Affairs of the Two Holy Mosques, and other relevant bodies.
- Ensure all project components, including design, construction, and operations, comply with Islamic principles and cultural norms.
- Collaborate with local community leaders and stakeholders to address cultural and religious concerns.
- Advise on strategies to enhance spiritual and cultural experience for pilgrims and visitors.
- Ensure that public spaces, walkways, and amenities are designed to facilitate religious practices, such as prayer areas, ablution facilities, and crowd management during peak seasons.
- Ensure compliance with Saudi Arabian laws and regulations related to religious and cultural practices.
- Bachelor’s degree in Islamic Studies, Shariah Law, Cultural Studies, or a related field. A Master’s degree is preferred.
- Minimum 12 years of experience with Min. 6 years in KSA in cultural or religious compliance, preferably in large-scale development or construction projects.
- Experience working on projects in Makkah or other religiously significant locations is highly desirable.
- Deep understanding of Islamic principles, Shariah law, and cultural norms in Saudi Arabia.
- Strong communication and stakeholder management skills.
- Ability to provide practical solutions that balance religious compliance with project goals.
- Must be Muslim; English language is preferred.
