Job Description
We are looking for a skilled and commercially astute Contracts Manager to lead contract administration, procurement oversight, and claims management on a complex, multi-phase program involving high-value construction and relocation works. This position plays a critical role in ensuring contractual compliance, risk mitigation, and commercial governance across multiple workstreams and contractors. The Contracts Manager will be responsible for managing pre- and post-contract activities, including procurement execution, contract drafting, cost controls, change management, claims resolution, and commercial reporting—ensuring all processes are aligned with the client’s contractual requirements and program objectives.

Job Description
We are looking for a skilled and commercially astute Contracts Manager to lead contract administration, procurement oversight, and claims management on a complex, multi-phase program involving high-value construction and relocation works. This position plays a critical role in ensuring contractual compliance, risk mitigation, and commercial governance across multiple workstreams and contractors. The Contracts Manager will be responsible for managing pre- and post-contract activities, including procurement execution, contract drafting, cost controls, change management, claims resolution, and commercial reporting—ensuring all processes are aligned with the client’s contractual requirements and program objectives.
Specific Responsibilities
- Oversee end-to-end contract administration, from tendering and award through execution and close-out.
- Draft, review, and implement commercial and contractual procedures, ensuring alignment with project controls and procurement strategies.
- Support the development of procurement packages and lead contract negotiations with consultants and contractors.
- Advise senior management and project teams on contractual matters, including compliance, obligations, liabilities, and risk mitigation.
- Manage variation orders, claims assessments, dispute resolution processes, and commercial settlements.
- Interface with cost control and planning teams to ensure consistent cost reporting and forecasting.
- Evaluate contractor claims, validate entitlement, and negotiate settlements in coordination with QS and legal support as required.
- Lead commercial meetings, represent the project in stakeholder reviews, and provide contractual input to design and progress workshops.
- Support the continuous improvement of procurement and contract management processes, tools, and templates.
- Mentor and manage commercial team members, ensuring consistent application of contract principles across all packages.
- Ensure all commercial reporting is timely, accurate, and aligned with project financial controls.
- Bachelor’s degree in Quantity Surveying, Construction Law, Engineering, or related field.
- Minimum 15 years of experience in contracts and commercial management, with at least 5 years in a leadership capacity.
- Demonstrated experience in PMC/PMO environments delivering large-scale, multi-package programs.
- Strong familiarity with FIDIC or equivalent contract forms.
- Professional membership (e.g., MRICS, RICS, or equivalent) is preferred.
- GCC experience required; experience in KSA highly preferred.
- Experience handling multi-entity, multi-stakeholder development projects with complex interface requirements.
- Strong negotiation, analytical, and conflict-resolution skills.
- High proficiency in commercial reporting, contract drafting, and risk mitigation.
- Deep understanding of procurement and financial workflows in construction projects.
- Excellent communication skills and ability to interface with senior leadership, legal, technical, and client stakeholders.
- Ability to manage multiple contract streams simultaneously while maintaining a proactive and collaborative project culture.
