Purpose of Job

The job holder is responsible for providing expert advice and supervising legal advisory activities including development of legal advisory policies, processes and templates, maintenance of inquiry request database, development of legal studies pertinent to inquiry requests, and delivery of legal advisory services to relevant stakeholders.

Job Responsibilities

Strategy and Planning


  • Contribute to the development of Legal Affairs business plan ensuring alignment with ZATCA strategy
  • Develop the operational plan for Contracts and MOUs in line with Legal Affairs business plan and Legal and Enforcement strategic plan
  • Implement plans and provide input to enable achievement of Contracts and MOUs goals that support ZATCA’s overall strategic plans


Budget Management


  • Discuss Contracts and MOUs budgeting requirements with top management and provide input to the budgeting process
  • Ensure effective utilization of Contracts and MOUs budget, and report accurately on progress made and challenges encountered
  • Propose implementing initiatives that result in positive financial impact for Contracts and MOUs and mitigates financial and operational risks


Contracts Management


  • Manage the development/update of ZATCA legal policies, guidelines, and standard model forms in the field of contracts and agreements
  • Oversee the revision of contracts and agreements with external parties, ensuring conformity with predetermined policies and standard model forms
  • Audit ZATCA projects and services contracts to ensure adherence with applicable legal policies and guidelines, integrity of content and proper detection of defects affecting ZATCA’s interests and benefits
  • Manage the maintenance of Contracts and MOUs database systems to ease tracking, retrieval and referencing processes
  • Follow-up on contracts implementation from a legal standpoint to ensure adherence to legal policies and guidelines and interfere to solve disparities when needed
  • Receive identified potential risks arising from contracts execution and develop mitigating actions accordingly
  • Assess all contract modification requests received from vendors or departments and follow-up on proper implementation
  • Deliver legal counsel for contracts and agreements inquiries and issues, explain misunderstandings, and provide answers and suggestions appropriately.
  • Manage the classification of contract cases based on severity, and advance difficult cases to court to guarantee proper and equitable conclusions
  • Review department progress reports to ensure consistent department service quality


Satisfaction and Improvement


  • Provide input and guidance on the development of Contracts and MOUs services satisfaction surveys ensuring alignment to relevant benchmarks and ZATCA standards
  • Assess satisfaction results and make any necessary suggestions to enhance the quality of Contracts and MOUs services


People Management


  • Participate in the identification and recruitment of key talent
  • Guide, mentor and support direct reports in order to execute duties according to set policies and processes
  • Develop individual performance objectives, provide necessary support, evaluate/appraise team and provide regular feedback on performance
  • Establish a high-performance working environment and promote ZATCA values


Job Details

Communication and Contacs

Education


  • Bachelor’s degree in Business Administration, Legal Studies, or equivalent is required
  • Master’s degree in Business Administration, Legal Studies, or equivalent is preferred


Experience

An optimal of 8 years of relevant experience, with a preferred 3 years of experience in managerial level
