Commercial Manager - Pre-construction - 4-Month Engagement

Location: NEOM, KSA.

Years of Experience: 8-15 years.

Project Duration: 4 months.

Working Arrangement: 50% site presence in NEOM.

Language Requirements: Fluency in Arabic & English (written and spoken).



We are seeking a highly skilled Commercial Manager – Pre-Construction for a short-term 4-month engagement to support the successful planning and commercial oversight of pre-construction activities. The ideal candidate will bring 8–15 years of experience, with a strong track record on the client or consultant side, and be preferably MRICS qualified. This role will be instrumental in developing cost strategies, managing tendering processes, and ensuring commercial alignment prior to construction commencement.

Key Requirements

• 8–15 years of proven experience in commercial management with a focus on pre-construction activities.
• Demonstrated experience on the client or consultant side of large-scale construction or infrastructure projects.
  
  

Preferred Qualifications

• MRICS qualification (Member of the Royal Institution of Chartered Surveyors) is preferred.
  
  

Other Qualifications

• High level of accuracy, integrity, and attention to detail.
• Proficiency in commercial tools and platforms.
• Ability to work independently and deliver under tight timelines.
  
  

Key Responsibilities

• Lead and oversee all commercial aspects of the pre-construction phase, including cost planning, budgeting, and risk identification.
• Develop and implement procurement strategies aligned with project objectives and client expectations.
• Coordinate with design and project teams to ensure commercial considerations are integrated into early project planning.
• Manage the preparation, issuance, and evaluation of tenders, and assist in contractor negotiations.
• Prepare and review contracts, pricing schedules, and commercial reports.
• Monitor pre-construction cost performance and recommend value engineering opportunities where appropriate.
• Ensure compliance with internal governance, client policies, and MRICS standards.
• Provide commercial advice and support to stakeholders throughout the pre-construction period.
