Job Description

Parsons is looking for an amazingly talented Commercial Director to join our team! In this role you will be managing complex infrastructure and urban development projects. This role will oversee all commercial aspects of the project, which includes significant Public Realm works, large-scale utility infrastructure.. The successful candidate will be responsible for commercial strategy, contract administration, cost control, risk management, and stakeholder engagement across a multifaceted scope including WTPs, pumping stations, substations, and extensive utility diversions.

What You'll Be Doing

• Lead the commercial strategy and execution for the project, ensuring alignment with contractual obligations and financial targets.
• Act as the Engineer’s commercial representative, managing contract administration under FIDIC or similar frameworks.
• Oversee cost planning, budgeting, forecasting, and value engineering throughout the project lifecycle.
• Manage claims, variations, and dispute resolution processes in coordination with legal and technical teams.
• Ensure robust commercial governance, reporting, and compliance with internal and external standards.
• Interface with contractors, consultants, and stakeholders to ensure transparent and effective commercial management.
• Support procurement strategy and execution, including negotiation and contract finalization.
• Lead commercial risk identification, mitigation, and reporting.
• Provide strategic input to senior leadership on commercial performance and opportunities.
  
  
  

What Required Skills You'll Bring

• Bachelor’s degree in Quantity Surveying, Commercial Management, or related field (Master’s preferred) with 25 years of experience in commercial management of large-scale infrastructure or urban development projects.
• Proven track record in public realm, utilities, and heavy infrastructure projects.
• Strong experience with FIDIC or similar contract frameworks and acting as The Engineer.
• MRICS or equivalent professional certification is highly desirable.
• Excellent leadership, negotiation, and stakeholder management skills.
• Experience in the Middle East or similar environments is preferred.
