Position Title: Bid Manager

Role Summary:

The Bid Manager will work collaboratively with the Business Development Director and other team members to maximize the companys win capability in Saudi Arabia and the GCC region.The primary role of the Bid Manager will be the planning, production and management of 4C (compliant, comprehensive, compelling and competitive) proposals, prequalification documents and presentations material for program management, project management, construction management and other specialized construction consulting services within the buildings and infrastructure markets in Saudi Arabia. The Bid Manager will also be responsible for some recruitment / candidate sourcing activities for proposals as explained below.

Reporting Line: Business Development Director.

Key Responsibilities:

  • Analyze pre-qualification questionnaire (PQQ) / request for proposal (RFP) documents and identify submission requirements.
  • Schedule briefing sessions with the BD Director for guidance on win strategies and themes, teaming plans and required inputs.
  • Prepare bid responsibility matrix and circulate to the team members.
  • Prepare and circulate submissions time schedule, including review milestones, input cutoff dates and key deadlines. Track the status of required inputs from others and ensure timely responses.
  • Facilitate proposal kick-off meetings and review sessions.
  • Circulate PQQs/RFPs to the concerned departments / team members for review and comments. Collect and compile pre-bid queries for approval and timely submission to clients.
  • Circulate staffing requirements and qualifications to the recruitment team to source suitable CVs in accordance with PQQ/RFP requirements.
  • Search the database for suitable candidate CVs in alignment with the staffing requirements.
  • Prepare non-technical portions of submissions (cover letter, executive summary, companys information, registration documents, certifications, capabilities, financial statements, project experiences, CVs and other non-technical sections and forms).
  • Coordinate the preparation of technical portions of submissions with other team members (project understanding, approach and methodology, project organization structures, team deployment schedule, project time schedule and other technical sections).
  • Conduct research for information, material and/or literature through the companys database and other team members.
  • Assist in coordinating timely inputs and responses from partners and/or sub-consultants.
  • Collect approved pricing sheets for commercial proposal preparation.
  • Prepare submission templates and graphic themes. Produce full technical and commercial proposals, and prequalification documents in final format.
  • Obtain the necessary approvals prior to any submission.
  • Manage submission logistics (online and/or hardcopy) and ensure meeting submission deadlines.
  • Assist in post-bid activities (clarifications, revised submissions, post-bid client interviews and presentations, etc.).
  • Prepare general presentations material, capability statements and expression of interests.
  • Maintain an updated database of the company's project sheets and profiles. Communicate with the company's local and international teams to collect related information.
  • Manage, control and maintain an organized and up-to-date business development and proposals document management system, database, literature and material.
  • Manage, control and maintain the company's online registration and submission accounts with clients. Keep abreast of online submission and/or registration requirements.
  • Ensure that proposal and prequalification submissions and presentations are 4C (compliant, comprehensive, compelling and competitive).
  • Ensure compliance with business development and proposals management best practices.
  • Contribute to the continuous improvement of the company's business development and proposal management practices, processes and procedures.


Qualifications:

  • Bachelors degree in Architecture, Engineering, Construction Management, Marketing, Business, Journalism, English or related field.
  • 5+ years of experience in proposal writing, editing and management.
  • AEC industry experience, particularly in the preparation and management of large proposals for program management, project management and construction management services.
  • Demonstrated record in producing and managing successful proposals with consulting fee over USD 10+ million.
  • Experience in Saudi Arabia or the GCC.
  • Experience and knowledge in recruitment and candidate CVs selection is a plus.
  • Experience in producing and managing government-sector and private-sector proposals.
  • Prior work experience with reputed PMC and engineering companies.
  • Able to coordinate and collaborate with multidisciplinary and cross-functional teams.
  • Understanding and knowledge of the Shipley Business Development Lifecycle.
  • Proficient in MS office Suite (Word, PowerPoint and Excel). Adobe Creative Suite (InDesign, Acrobat Pro and Photoshop) is a plus.
  • Strong time management and prioritization skills: Able to plan, produce and manage multiple submissions or tasks concurrently within tight deadlines.
  • Strong organization and document management skills.
  • High attention to detail.
  • Strong writing and editing skills. Fluency in English is a must. Arabic language is a plus.
  • Technical writing skills is a plus.
  • Strong communication and presentation skills.
  • Innate orientation for creativity, design, storytelling, storyboarding and marketing.
