House of Consulting Office for Consulting Engineers Co. (HCO) is a multi-disciplinary consulting engineering firm based in Saudi Arabia. HCO employs a diverse range of architectural, engineering, planning, and consultancy professionals, allowing them to offer a "one-stop solution" for their clients' project needs throughout the entire lifecycle. HCO works on a wide range of project types, including residential, commercial, industrial, hospitality, retail, and healthcare.

We are currently seeking a proactive Bid Administrator to join our team in Al-Khobar, Eastern Province.

The ideal candidate will have a solid background in administrative support and experience assisting with the preparation and coordination of technical and commercial proposals within a consultancy or design environment. Familiarity with proposal formatting, document control, and submission tracking is essential, along with strong organizational and communication skills.

Key Responsibilities

  • Assist in the preparation of technical and commercial proposals based on inputs from Bid Engineers and technical teams.
  • Format and compile bid documents (quotations, scopes of work, CVs, project sheets, forms, etc.) in line with client templates and requirements.
  • Manage internal bid logs and trackers to ensure all opportunities, submissions, and records are accurately updated and archived.
  • Coordinate access and submissions via online bidding portals (e.g., SAP Ariba, NEOM, Oracle, RCRC), including credential management.
  • Attend internal bid meetings to capture key actions, timelines, and deliverables.
  • Maintain up-to-date libraries for proposal templates, staff CVs, company profiles, and reference projects.
  • Support the preparation and submission of client prequalification documents.
  • Log and track incoming RFPs and respond to EOIs as required.
  • Assist in the development and upkeep of bid dashboards and KPIs for reporting to management.
  • Ensure consistency, accuracy, and compliance across all proposal documents and submissions.
  • Support proposal-related document control and correspondence tracking.

Qualifications

  • Bachelor’s degree or diploma in Business Administration, Engineering, or a related discipline.
  • 1–5 years of experience in a similar role within an engineering, construction, or consultancy environment.
  • Strong proficiency in Microsoft Office (Word, Excel, PowerPoint); experience with Adobe In Design is a plus.
  • Familiarity with CRM systems, bidding portals, and document control platforms.
  • Excellent organizational and time-management skills with a high level of attention to detail.
  • Fluent in English (verbal and written); Arabic proficiency is an advantage.
  • Must be based in or willing to relocate to Al-Khobar, Eastern Province.
