AtkinsRéalis is seeking an experienced and commercially astute Associate Quantity Surveyor to lead pre-contract cost management services for major infrastructure projects in Riyadh. The ideal candidate will have a strong track record in the Middle East, and bring deep expertise in pre-contract strategy, cost planning, and procurement for major international event-type developments.

Key Responsibilities

• Lead and manage the delivery of pre-contract quantity surveying services across complex infrastructure projects.
• Oversee the preparation of cost plans, BoQs, pre-tender estimates, and procurement documentation in line with CESSM and client requirements.
• Provide strategic commercial advice to clients and internal teams during early project stages.
• Develop and implement procurement strategies, including packaging, tendering, and contract formation.
• Manage and mentor a team of quantity surveyors, ensuring high-quality deliverables and professional development.
• Act as the primary commercial point of contact for clients, consultants, and stakeholders.
• Support business development activities, including proposal writing and client presentations.
  
  

Experiences And Qualifications

• MRICS mandatory.
• A minimum of 15 years of industry experience, including demonstrable exposure to major projects in the Middle East.
• Proven leadership in pre-contract quantity surveying for infrastructure and civil engineering projects, particularly those linked to major projects and international events.
• Demonstrates advanced proficiency in CESSM and expert-level capability in cost planning software such as CostX or similar.
• In-depth knowledge of FIDIC and other standard forms of contract.
• Excellent leadership, communication, and client engagement skills.
• Strong understanding of CAPEX cost planning, procurement processes, commercial acumen and value management principles.
• Proven track record to manage multiple projects and teams in a fast-paced environment.
