Purpose of Job

Jobholders at this level are experienced professionals capable of conducting work with general directions. They are primarily concerned with developing solutions to challenges which require some analysis to understand and resolve, and addressing issues escalated from junior levels. They undertake complex operational activities including finalization of Customs treaty models, agreements, and contracts, monitor Customs calculations, identify treaties conflicts and raise them to related stakeholders to support conflict resolution with required advisory expertise and knowledge.

Job Details

Customs Treaty Legal Assessment and Proposal Development

  • Conduct research, benchmark countries, and evaluate current trends to come up with potential Customs treaty possibilities with based on defined criteria and guidelines
  • Prepare assessment, research results and first draft analysis related to target countries based on feasibility and impact from a legal standpoint
  • Coordinate with International Relations and Treaties functions to shortlist and select treaties that have the greatest strategic significance to ZATCA and highlight results for dissemination
  • Liaise with International Relations and Treaties functions regarding treaty model, scope, and objectives, highlight focus areas and amend model if needed to fit target countries needs and the Kingdom’s interests
  • Handle the development of Customs treaty proposals based on pre-defined templates and international collaboration guidelines
  • Draft finalized treaty model based on the negotiations outcomes and agreements ensuring alignment with both parties' requirements and ZATCA standards

Customs Treaty Implementation

  • Develop/Update Customs treaties agreement templates, forms, and tools
  • Hold discussion groups to review, finalize and provide legal support in drafting Customs treaty agreements and contracts
  • Support International Relations and Treaties functions in the communication and negotiation of treaty terms and conditions with targeted country representatives
  • Implement Customs treaty ensuring compliance with agreed-upon terms, highlight deviations, and develop action plan for corrective and improvement purposes
  • Report Customs treaty conflicts, and when needed, establish methods and procedures for resolving treaty disputes
  • Conduct Customs treaty agreement due diligence on relevant countries to ensure that Customs are calculated accurately for firms that aim in entering the Kingdom’s (private) market
  • Work on optimizing the Customs treaties database system and manage the performance of periodical health checks to ensure optimal functionality and accessibility
  • Prepare periodical reports highlighting lessons learnt, conflicts and improvement actions

Organization and Operations

  • Follow all relevant policies, processes, and standard operating procedures so that work is carried out in a controlled and consistent manner
  • Help in solving escalated problems and provide needed support for junior team to ensure work is carried out in an efficient manner
  • Escalate complex problems to the relevant person to ensure cases/issues are closed properly
  • Perform other duties as requested

People Management

  • Train junior staff on the different job activities to ensure transfer of know-how, when applicable
  • Provide clear direction, prioritize tasks, assign and delegate responsibility, and monitor the workflow of subordinates/ junior staff
  • Support junior staff or direct reports in order to execute their duties according to set policies and processes

Communication and Contacs

Education

Bachelor’s degree in Legal Studies, or equivalent is required

Experience

A minimum of 4 years of relevant experience
