Senior Director - Primary Urban Axis Network

The Primary Urban Axis network forms the backbone of Qiddiya’s transportation infrastructure, seamlessly linking diverse districts and key attractions. From serving as gateways to iconic destinations & venues in Qiddiya City, to facilitating efficient access to essential services and recreational areas, the PUA network is designed to enhance urban connectivity and improve quality of life for residents and visitors alike.
This role is responsible for leading the development and delivery of one of QIC’s largest projects, thereby playing a pivotal role in shaping Qiddiya’s long-term mobility experience and overall success.
Role and Responsibilities:
- Develop and deliver PUA programme on time, within budgets and to the required standards of quality and safety
- Deliver a world-class customer experience aligned to Qiddiya’s “City of Play” vision.
- Enable a safe, future-ready, sustainable system, designed for automation, scalability, and zero-emission operations.
- Lead a multidisciplinary team in the planning and design phases, ensuring integration of innovative and sustainable practices aligned to TBU objectives
- Collaborate with government agencies, MDU mobility planning, EBU, city planners, and stakeholders to ensure regulatory compliance and community alignment
- Oversee the procurement process, from packaging development, phasing, tendering to contract award, ensuring transparency and value for money.
- Lead negotiation and manage contracts with consultants, contractors, and suppliers, monitoring performance and compliance through to handover of the live service.
- Collaborate with operations, Customer excellence, safety, and other teams to facilitate seamless transition from construction to service delivery
- Represent the organisation at public forums, industry conferences, and media engagements
- Develop talent and build capability for the long-term success of Qiddiya and the Kingdom
Requirements
- Bachelor’s or master’s degree in engineering, Project Management, or a related field
- Minimum of 20 years of experience in large scale infrastructure projects, with at least 10 years in senior leadership role
- PMP (or other project management certification)
- Delivering highly complex transit or metro projects from inception to completion.
- Strong knowledge of public sector procurement, contract management, and regulatory frameworks
- Excellent communication, influence, negotiation, and stakeholder management skills.
- Familiarity with the cultural and regulatory context of the Middle East, particularly Saudi Arabia - preferred
- International, preferably in both developed and developing markets.
