Your impact
Jacobs is seeking a Resident Engineer (Electrical) to lead and oversee all electrical engineering activities associated with large-scale infrastructure projects, including utility networks, District Cooling Plants (DCP), Sewage Treatment Plants (STP), pumping stations, substations, and associated facilities. The role involves overseeing construction, installation, testing, commissioning, and handover of electrical systems while ensuring compliance with project specifications, applicable codes and standards, authority requirements, quality procedures, and health and safety regulations. Acting as the Engineer's on-site representative, the position requires close coordination with clients, contractors, consultants, utility authorities, and multidisciplinary teams to deliver projects safely, efficiently, and in accordance with approved schedules and budgets.
Key Responsibilities
Electrical Construction Supervision
Supervise all electrical installation works associated with utility infrastructure, District Cooling Plants, Sewage Treatment Plants, substations, pumping stations, and related facilities. Monitor the installation of transformers, switchgear, motor control centers (MCCs), generators, UPS systems, variable frequency drives (VFDs), power and control cables, lighting systems, earthing systems, lightning protection systems, and electrical equipment. Ensure that installations are completed in accordance with approved designs, construction methodologies, quality standards, and safety requirements while promptly resolving site-related technical issues.
District Cooling Plant Electrical Systems
Oversee the installation, testing, and commissioning of electrical systems supporting District Cooling Plant operations, including medium-voltage and low-voltage distribution systems, transformers, switchgear, MCCs, control panels, standby generators, chillers, cooling towers, pumps, and building management systems. Ensure reliable power distribution and integration of all electrical equipment to support efficient plant operation and compliance with project performance requirements.
Sewage Treatment Plant Electrical Systems
Supervise electrical works for Sewage Treatment Plants, including power distribution systems, process control equipment, MCCs, standby power systems, instrumentation interfaces, lighting systems, and electrical installations supporting pumps, blowers, aeration systems, clarifiers, sludge treatment facilities, and chemical dosing units. Verify that all systems are installed and commissioned to ensure operational reliability, environmental compliance, and uninterrupted plant performance.
Utility Infrastructure & Power Networks
Manage the construction and installation of electrical infrastructure associated with utility corridors, substations, pumping stations, utility tunnels, district cooling networks, and associated facilities. Ensure compliance with utility provider requirements and approved engineering standards for cable routing, duct banks, underground electrical networks, substations, feeder connections, distribution systems, and associated electrical equipment.
Design Review & Technical Support
Review and provide technical comments on shop drawings, design modifications, material submittals, method statements, inspection and test plans, technical queries, and requests for information submitted by contractors. Ensure all proposed materials, equipment, and construction methodologies comply with project specifications, utility regulations, international standards, and local authority requirements. Provide engineering guidance and technical solutions to address design conflicts and site implementation challenges.
Testing, Commissioning & Startup
Oversee and witness all electrical testing, pre-commissioning, commissioning, energization, and startup activities. Review commissioning procedures and witness factory acceptance tests (FAT), site acceptance tests (SAT), cable testing, transformer testing, relay coordination testing, protection system testing, functional performance testing, and integrated systems testing. Ensure all electrical systems operate safely and efficiently and meet operational and performance requirements prior to handover.
Stakeholder & Authority Coordination
Coordinate with clients, consultants, contractors, utility authorities, government agencies, and operations teams to facilitate project execution and compliance with authority requirements. Attend progress meetings, technical workshops, inspections, and coordination sessions while effectively communicating project status, technical challenges, risks, and recommendations. Support the timely approval of designs, inspections, testing activities, and energization requirements.
Here's what you'll need
Bachelor's degree in electrical engineering or master's degree in electrical engineering.
Minimum 15-20 years of progressive experience in large scale infrastructure projects.
Strong knowledge of international standards and construction practices.
GCC/Middle East infrastructure project experience preferred.
Proficiency in project management software (e.g., Primavera P6, MS Project) and CAD software (e.g., AutoCAD).
Excellent communication and stakeholder management skills
