The Railway Protection Expert is responsible for safeguarding railway infrastructure—specifically the Riyadh Metro—by ensuring effective implementation of railway protection frameworks. The role involves coordinating with stakeholders, reviewing third-party construction activities, and proactively identifying and mitigating risks that may impact railway operations.

Key Responsibilities

  • Ensure the effective implementation of the overall railway protection framework.
  • Coordinate with Operations & Maintenance Contractors (OMCs) and third-party contractors applying for No Objection Certificates (NOCs).
  • Liaise with third parties to ensure submission of complete and compliant NOC documentation packages.
  • Review NOCs issued by OMCs and verify the validity and appropriateness of conditions.
  • Assess third-party construction proposals and identify potential risks impacting railway infrastructure.
  • Provide technical recommendations and mitigation measures to ensure the safety and integrity of metro operations.
  • Monitor and ensure routine patrols are conducted to detect unauthorized activities within the railway protection zone.
  • Report violations and follow up on corrective actions to maintain railway protection.
  • Maintain, update, and distribute engineering and as-built documentation to relevant O&M contractors.
  • Undertake site visits to inspect and identify works which are conducted within the Railway Protection Zone.

Qualifications & Experience

  • Minimum of 10 years' experience in construction or infrastructure projects.
  • Strong technical expertise in:
    • Structural Engineering
    • Civil Engineering
    • MEP (Mechanical, Electrical & Plumbing)
    • Geotechnical Engineering
  • Proven experience in metro or railway operations, with a focus on safe operation.
  • Demonstrated ability to review:
    • Method statements
    • Risk assessments
    • Engineering drawings and technical submissions
  • Strong stakeholder management and coordination skills.
  • Excellent analytical and problem-solving capabilities.
  • Arabic language proficiency is highly advantageous.
