Project Manager - Asset Condition Assessment & Investment Planning

Overview

We are seeking an experienced Project Manager – Asset Condition Assessment & Investment Planning to lead the delivery of large-scale infrastructure asset management projects. The successful candidate will oversee asset registration, condition assessment programs, specialist engineering investigations, and long-term asset investment planning initiatives.

This role requires strong project leadership, stakeholder management, and expertise in asset management principles, ensuring project objectives are delivered safely, efficiently, and in accordance with industry best practices.

Key Responsibilities

Project Delivery & Execution

• Lead multidisciplinary project teams in executing asset registration and asset condition assessment programs across complex infrastructure facilities.
• Monitor project schedules, deliverables, approvals, and overall project performance.
• Ensure compliance with approved methodologies, project execution plans, and quality standards.

Asset Register Management

• Oversee the development, verification, and reconciliation of comprehensive asset registers.
• Ensure asset information is accurate, structured, and aligned with recognized asset management frameworks and standards.
• Support the establishment of asset lifecycle strategies for maintenance, renewal, and replacement programs.

Asset Condition Assessment

• Manage asset inspection, testing, and condition assessment activities across multiple engineering disciplines.
• Coordinate engineering specialists and technical subject matter experts to ensure high-quality assessments and reporting.
• Review findings and support the development of asset performance improvement recommendations.

Asset Investment Planning

• Support the preparation and review of long-term asset investment and capital expenditure (CAPEX) plans.
• Analyze asset performance, condition, risk, and lifecycle requirements to support investment decision-making.
• Contribute to the development of strategic asset management and renewal programs.

Stakeholder & Commercial Management

• Serve as the primary point of contact for clients and key project stakeholders.
• Lead project meetings, progress reviews, and technical discussions.
• Monitor project budgets, commercial performance, subcontractor agreements, and resource allocation.

Subcontractor & Resource Management

• Manage specialist subcontractors, engineering consultants, and technical service providers.
• Ensure project resources are effectively planned and deployed to meet project requirements.
• Monitor contractor performance, deliverables, and compliance with project objectives.

Data & Systems Integration

• Oversee asset data collection, validation, and integration into enterprise asset management systems.
• Ensure consistency between physical asset data, operational records, and supporting documentation.

Qualifications & Requirements

Education

• Bachelor's Degree in Civil Engineering, Mechanical Engineering, Electrical Engineering, Asset Management, Construction Management, or a related discipline.

Experience

• Minimum 10 years of project management experience within infrastructure, facilities management, transportation, utilities, aviation, or large-scale asset-intensive environments.
• Proven experience delivering asset condition assessment, asset registration, or asset management projects.
• Experience managing multidisciplinary teams, subcontractors, and technical specialists.

• PMP (Project Management Professional)
• IAM Certificate / Diploma
• Certified Asset Management Assessor (CAMA)
• Other relevant project or asset management certifications
