Job Description

WSP is seeking an experienced Project Handover & Closeout Manager to support the successful delivery and transition of large-scale civil infrastructure projects across Saudi Arabia.

This role is critical in ensuring that infrastructure assets are fully completed, compliant, documented, and ready for operational handover to the client. The successful candidate will lead all handover and closeout activities, coordinating between construction teams, contractors, consultants, and client stakeholders.

Responsibilities

Handover & Closeout Management

  • Lead end-to-end project handover from construction completion to final client acceptance
  • Develop and implement handover strategies, plans, and schedules aligned with project milestones
  • Ensure completion of all handover deliverables including as-built drawings, O&M manuals, asset registers, and testing/inspection records


Interface & Coordination

  • Act as primary interface between construction teams, contractors/subcontractors, and client/end-users
  • Coordinate across civil, utilities, and infrastructure disciplines to ensure full handover readiness across all packages


Quality & Compliance

  • Ensure works comply with specifications, standards, and contractual requirements
  • Verify closure of all defects, snags, and punch list items prior to handover
  • Oversee final inspections, approvals, and authority sign-offs


Readiness & Transition

  • Ensure infrastructure is operationally ready including functionality, safety compliance, and usability
  • Support smooth transition from construction to operations and formal asset transfer to the client


Reporting & Documentation

  • Track and report progress on handover activities, closeout milestones, and key risks/issues
  • Maintain structured documentation ensuring traceability and completeness of all closeout records


Qualifications

  • Bachelor’s Degree in Civil Engineering (mandatory)
  • Minimum 15+ years of experience in civil infrastructure projects and construction delivery/execution
  • Proven experience in project handover, closeout, or completion phases for large-scale infrastructure (roads, utilities, tunnels or similar)
  • Experience working within PMC, consultancy, or contractor environments
  • Strong understanding of construction lifecycle, project delivery, and handover/closeout processes
  • Familiarity with inspection processes, testing coordination, and final approvals
  • Experience managing multiple contractors and stakeholders on complex infrastructure projects
  • Strong stakeholder management and coordination capabilities across multidisciplinary teams
  • Ability to manage complex interfaces and resolve project-related challenges effectively
  • Strong problem-solving skills with high attention to detail
  • Excellent communication, reporting, and documentation skills
