Job Description:

Parsons is looking for an amazingly talented Project Director to join our team in Riyadh! In this role you will lead the development and delivery of large, complex luxury residential and mixed‑use construction projects.

What You'll Be Doing

  • Provide direction and management for every phase of a large luxury residential and mixed‑use development program to ensure on‑schedule completion, within or below budget, and in accordance with contractual obligations.

  • Act as the company representative with the client, developers, contractors, consultants, and key subcontractors during program execution.

  • Negotiate contracts and changes to the scope of work with the client and major contractors.

  • Collaborate with Business Development and the client to identify, market, and secure additional work. Follow up on all instructions and commitments associated with the program.

  • Participate in negotiations with regulatory and planning authorities and in public meetings or stakeholder sessions in support of clients.

  • Oversee establishment of the Project Execution Plan, Health and Safety Plan, Quality Assurance/Quality Control Plan, and other required governance documents for the development.

  • Define program requirements for all components of the project (residential towers, serviced apartments, retail podiums, hospitality elements, public realms, parking, and supporting infrastructure) and monitor deliverables for adherence to these criteria.

  • Lead the development and distribution of monthly progress and financial reports and prepare presentations as needed for senior management, investors, and decision-making boards.

  • Plan, direct, supervise, and control the execution of all business, technical, and administrative functions of the assigned program.

  • Assign responsibility for executing project plans to key team members after careful assessment of their qualifications and strengths.

  • Provide input to performance reviews and development plans for subordinates.

  • Oversee site-related responsibilities, which may include labor relations, local procurement, logistics coordination, and payroll operations, as applicable.

  • Mobilize company resources, through liaison with support departments, other offices, or subsidiaries, to create project teams capable of delivering high-quality luxury and mixed‑use developments.

  • Define the qualifications required for key project positions in coordination with profit center and department managers.

  • Collaborate with office and site facilities staff to address project space, site office, and resource requirements.

  • Work with other managers, project engineers, architects, and discipline leads to develop budgets, schedules, and implementation plans for the various elements of the development (structure, architecture, MEP, façade, landscape, fit‑out, amenities).

  • Ensure that the project meets or exceeds goals established for quality, safety, schedule, budget, and client satisfaction.

  • Work with key project personnel to devise and execute action plans to rectify potential cost overruns or delays, or to accommodate significant changes to the scope of work (e.g., design upgrades, brand requirements, tenant changes).

  • Advise the client and company management of such changes and their commercial and schedule implications.

  • Maintain current and timely change orders and variation documentation.

  • Promote technical and commercial excellence on the program through rigorous application of Quality Assurance processes and industry best practices for luxury developments.

  • Monitor and report to management on the progress of all project activities within the program, including significant milestones and any conditions that could affect cost or schedule.

  • Establish regular status meetings (e.g., weekly) to review project progress and formulate action items.

  • Perform other responsibilities associated with this position as may be appropriate.

Required Skills You'll Bring

  • Bachelor’s Degree in Engineering, Construction Management, Architecture, or a related technical/business field.

  • 20+ years of related work experience in managing large, complex real estate or construction projects, including luxury residential and/or mixed‑use developments.

  • Strong knowledge of high‑end residential and mixed‑use projects and construction, including towers, podiums, amenities, retail areas, parking, and supporting infrastructure and building systems.

  • Strong technical, contractual, and commercial background relating to major construction and development programs.

  • Previous program management experience on similar or related large‑scope luxury residential or mixed‑use project types.

Desired Skills You'll Bring

  • Professional registration or certification (e.g., PE, CEng, PMP, CCM, or equivalent) may be required or preferred.

  • Previous international or regional experience on high‑end, mixed‑use developments is recommended.

  • Multi‑disciplinary program experience covering architecture, engineering, interior design, retail planning, hospitality components, and public realm.

  • Additional language skills are an advantage.
