Job Purpose (Role Summary)
The Procurement Officer is responsible for timely, cost-effective, and compliant procurement of materials, services, and subcontractors required for construction projects and facilities operations. The role ensures value for money, continuity of supply, supplier compliance, and alignment with approved budgets, contracts, and company policies.
Mandate of the Position
The Procurement Officer is mandated to:
- Ensure uninterrupted supply of materials, equipment, and services for construction projects and FM operations.
- Control procurement costs through competitive sourcing, negotiation, and supplier evaluation.
- Ensure compliance with approved procurement policies, authorization matrix, contracts, and Saudi regulations.
- Protect the company’s commercial interests by managing vendor risks, quality, delivery timelines, and contractual terms.
- Support project execution by aligning procurement plans with project schedules, BOQs, and operational needs.
- Maintain transparency and audit readiness across the procurement lifecycle.
Key Responsibilities
Procurement & Sourcing
- Execute procurement of construction materials, MEP items, equipment, tools, consumables, and services.
- Source and evaluate suppliers based on price, quality, delivery capability, and compliance.
- Obtain quotations and conduct price comparisons and technical evaluations.
- Issue Purchase Orders (POs) in line with approved requisitions and authorization limits.
Vendor & Contract Management
- Develop and maintain an approved vendor list for construction and FM activities.
- Coordinate with Legal/Finance for contractual terms, payment conditions, and SLAs.
- Monitor vendor performance related to quality, delivery, safety, and service levels.
- Resolve supplier issues, delays, shortages, and disputes.
Project & Operations Support
- Liaise with Project Managers, Site Engineers, Facilities Managers, and Stores.
- Ensure procurement aligns with project schedules, BOQs, and work programs.
- Support mobilization of new projects and handover to facilities operations.
- Coordinate logistics, delivery schedules, and site receipt confirmations.
Cost Control & Budget Compliance
- Ensure procurement is within approved budgets and cost codes.
- Identify cost-saving opportunities without compromising quality or timelines.
- Support Finance with invoice verification, GRNs, and cost allocation.
- Maintain procurement records for cost tracking and audits.
Inventory & Stores Coordination
- Coordinate with stores for material planning, stock levels, and reordering.
- Minimize excess inventory, shortages, and material wastage.
- Ensure proper documentation for material receipt, issuance, and returns.
Compliance & Documentation
1- Ensure compliance with:
- Company procurement policies & SOPs.
- Authorization Matrix (DOA).
- Contractual terms.
- Saudi regulatory requirements (where applicable).
2- Maintain complete documentation:
- RFQs, quotations, evaluations.
- POs, delivery notes, GRNs.
- Vendor contracts and correspondence.
Reporting & Coordination
- Prepare procurement status reports for management and projects.
- Track pending POs, deliveries, and supplier commitments.
- Support internal and external audits as required.
Authority & Limits
- Raise RFQs, evaluate bids, and recommend suppliers.
- Issue POs within approved authorization limits.
- Recommend vendor onboarding, suspension, or replacement.
- No authority to approve payments or override budgets without approval.
Key Performance Indicators (KPIs)
- On-time procurement and delivery performance.
- Cost savings achieved vs. budget.
- Supplier performance and compliance.
- Procurement cycle time.
- Reduction in emergency or unplanned purchases.
- Audit and documentation compliance.
Qualifications & Experience
- Bachelor’s degree in supply chain, Procurement, Engineering, Business, or related field.
- 3–7 years of procurement experience in construction, real estate development, or facilities management.
- Strong knowledge of construction materials, BOQs, MEP items, and services procurement.
- Experience working with ERP systems (e.g., Odoo, SAP, Oracle, etc.) is an advantage.

- Good communication and coordination skills.
- Ability to work under pressure and meet project deadlines.
- Knowledge of local market and suppliers in Saudi Arabia (preferred).

- Internal: Project Team, Site Engineers, Facilities Team, Finance, Stores, Legal.
- External: Suppliers, Contractors, Service Providers, Logistics Companies.
