Job Description:

Parsons is seeking a Lead Cost Engineer to join our team in Tabuk, Saudi Arabia, supporting a landmark, world-class Giga project. In this role, you will take ownership of comprehensive cost management, budgeting, forecasting, and change control processes. You will lead a dedicated team of cost professionals to ensure this ultra-large-scale development delivers on time and within budget, navigating complex financial landscapes with precision and strategic foresight.

What You'll Be Doing

• Cost Management & Control: Establish, maintain, and manage overall project cost control systems, budgets, and cash flow forecasts for multi-billion-dollar infrastructure and building packages.

• Variance & Trend Analysis: Conduct rigorous monthly variance analyses, identify cost trends, and provide early warnings to senior leadership regarding potential budget overruns or risks.

• Change Management: Oversee the change management workflow, ensuring all variations, claims, and scope changes are accurately evaluated, tracked, and incorporated into the project forecast.

• Reporting: Prepare and present high-level financial reports, dashboards, and executive summaries for Parsons leadership and the client.

• Team Leadership: Lead, mentor, and develop a team of cost engineers, promoting best practices and ensuring alignment with corporate and project-specific governance.

What Required Skills You'll Bring

• Experience: Minimum of 10 years of progressive experience in cost engineering and project controls on mega or giga-scale engineering/construction projects.

• Education: Bachelor’s degree in Civil Engineering, Construction Management, Quantity Surveying, or a related field.

• Certifications: CCP (Certified Cost Professional), EVP (Earned Value Professional), or RICS/AACE credentials are highly preferred.

What Desired Skills You'll Bring

• Technical Skills: Advanced proficiency in project controls software (e.g., Primavera P6, Cleopatra, PRISM, or equivalent ERP systems) and expert-level Excel capabilities.

• Soft Skills: Strong leadership, cross-cultural communication, and negotiation skills, with a proven ability to manage diverse stakeholder relationships in a fast-paced environment.

• Location: Ability to relocate and work on-site in Tabuk, KSA.
