Job Objective
Jobholders at this level are responsible for leading business activities, as well as working individually with minimal guidance in order to achieve pre-defined long-term goals.
Incumbents are responsible for overseeing the implementation of operational plans and making significant improvements to predefined policies, procedures, standards and reports.
In addition, it supports the implementation and development of IT governance practices and frameworks within the Authority, by overseeing the alignment of IT strategies and activities with institutional objectives, and ensuring adherence to relevant policies, standards and controls.
Technical and regulatory advice in the areas of governance management, risk, compliance, and performance measurement, in addition to following up on the maturity of technology processes and ensuring the quality of their outputs in line with international best practices and standards (e.g. COBIT, ITIL, ISO 38500)

Job Resposiblites
- Develop and develop an IT governance framework, including policies, standards, and guidelines to ensure that they are aligned with strategic objectives and global best practices.
- Review and update policies , processes , and regulatory frameworks periodically to keep abreast of technical developments and business needs.
- Participate in the development and formulation of standards and procedures for IT governance and digitalization, within a guiding framework.
- Contribute to improving the quality of IT services by following up on the implementation of Service Level Agreements (SLAs) and reviewing the actual performance against the target.
- Participate in the analysis of the results of IT operations (e.g., change management, problem management, incident management) to ensure that they are aligned with governance and service quality requirements.
- Participate in identifying and assessing risks related to technical systems , digitization, and related data collection and analyzing their potential impact on organizational processes and objectives.
- Follow up on risk mitigation plans in coordination with the concerned task forces to ensure effectiveness and sustainability.
- Supporting internal audits and evaluation of IT activities and ensuring the readiness of evidence and documentation supporting governance adherence.
- Monitor governance compliance and service quality through key performance indicators (KPIs), analytical reporting, and improvement recommendations.
- Advise and recommend on improving policies, frameworks, tools, and techniques used to support governance.
- Monitoring the maturity of governance within the Authority and making recommendations to senior management to develop the level of compliance and quality.
- Provide the necessary support in providing and fulfilling the requirements of external regulators
IT Service Management
- Conduct needed benchmark and research, collect business users' operational needs, and accordingly define, maintenance, and update of ZATCA IT & Digitization services offerings
- Collaborate with business users and relevant IT functions and stakeholders to challenge and understand business requirements and accordingly formulate ZATCA IT & Digitization service catalogue
- Receive change requests related to IT services, perform impact assessment on IT services and accordingly update the IT service catalog after implementation and acceptance
- Gather business requirements and customer needs, and develop IT service portfolio to meet business and customer needs
- Understand IT & Digitization strategy and objectives, collect IT services performance data, and accordingly set IT service KPIs ensuring meeting business and operational objectives
- Monitor and analyze Service Level management (SLM) process, negotiate IT Technical Service Level Agreement (SLA) with service providers and negotiate IT Technical Internal Service Level Agreement with internal stakeholders
- Gather all needed input to measure the adherence of internal and external stakeholders and service providers to the developed and agreed upon set of KPIs
- Monitor and collect the performance of IT & Digitization services, generate regular reports against set KPIs and objectives and communicate IT services performance reports to all internal and external stakeholders
- Follow all relevant policies, processes and standard operating procedures so that work is carried out in a controlled and consistent manner
- Help in solving escalated problems and provide needed support for junior team to ensure work is carried out in an efficient manner
- Escalate complex problems to the relevant person to ensure cases/issues are closed properly
- Perform other duties as requested
- Train junior staff on the different job activities to ensure transfer of know-how, when applicable
- Provide clear direction, prioritize tasks, assign and delegate responsibility, and monitor the workflow of subordinates/ junior staff
- Support junior staff or direct reports in order to execute their duties according to set policies and processes
Education
- Bachelor’s degree in Computer Science, Information Technology, or equivalent is required
- Master’s degree in Information Technology Management, Computer Science, Business Administration, or equivalent is preferred
