Job Description
We are seeking an experienced HSE Inspector to join our supervision team in Madinah for a major transportation and infrastructure project. The successful candidate will be responsible for monitoring and enforcing Health, Safety, and Environmental (HSE) compliance across utility, road, transportation, and civil infrastructure works, ensuring adherence to project specifications, local regulations, international standards, and client requirements.
The ideal candidate will have a strong background working with Engineering Consultants, PMC, or Construction Supervision Consultants on large-scale infrastructure and utility projects. Experience limited to building construction projects will not be considered.

The successful candidate will be responsible for monitoring and enforcing Health, Safety, and Environmental (HSE) compliance across utility, road, transportation, and civil infrastructure works, ensuring adherence to project specifications, local regulations, international standards, and client requirements.
The ideal candidate will have a strong background working with Engineering Consultants, PMC, or Construction Supervision Consultants on large-scale infrastructure and utility projects. Experience limited to building construction projects will not be considered.
Responsibilities
- Conduct regular site inspections to ensure compliance with project HSE requirements, client standards, and Saudi regulations.
- Monitor construction activities related to roads, highways, utility corridors, underground services, drainage networks, transportation infrastructure, and associated civil works.
- Verify implementation of approved HSE plans, procedures, method statements, and risk assessments.
- Identify unsafe acts, unsafe conditions, and environmental concerns, and ensure timely corrective actions.
- Review and monitor permit-to-work systems, excavation permits, confined space activities, lifting operations, and traffic management measures.
- Participate in incident investigations, root cause analysis, and implementation of corrective and preventive actions.
- Conduct toolbox talks, safety briefings, and awareness campaigns across project sites.
- Monitor contractor compliance with project HSE requirements and recommend corrective measures where necessary.
- Ensure proper use of PPE and compliance with site safety procedures.
- Maintain inspection records, HSE observations, audit reports, and safety statistics.
- Participate in HSE audits, emergency preparedness drills, and management site walks.
- Coordinate with Resident Engineers, Discipline Inspectors, Contractors, and Client representatives on HSE matters.
- Support environmental compliance initiatives including waste management, dust control, noise monitoring, and pollution prevention measures.
- Diploma or Bachelor's Degree in Occupational Safety, Environmental Science, Engineering, or a related discipline.
- Professional HSE certifications such as:
- NEBOSH IGC (Mandatory)
- IOSH Managing/Working Safely
- OSHA 30-Hour (Preferred)
- Valid first aid and fire safety training certificates are desirable.
- Minimum 5-8 years of HSE experience in infrastructure, transportation, and utility projects.
- At least 3 years of experience with an Engineering Consultancy, Supervision Consultant, or PMC organization.
- Proven experience on projects involving:
- Roads and highways
- Transportation infrastructure
- Utility networks (water, wastewater, stormwater, electrical, telecom)
- Civil infrastructure works
- Underground services and utility diversions
- Strong knowledge of international HSE standards and best practices.
- Experience working on projects within Saudi Arabia or GCC is highly preferred.
