Position Overview
- The HSE (Health, Safety, and Environment) Advisor plays a critical role in ensuring the health, safety, and environmental performance of all personnel working in and around the new HVDC factory, including employees, contractors, and visitors. During the operational phase, the HSE Advisor maintains effective HSE management systems, ensures compliance with applicable laws, regulations, and corporate requirements, and supports a safety-first culture through proactive risk management, training, audits, and continuous improvement.
- This position requires strong leadership and practical safety knowledge, with the ability to work cross-functionally and influence stakeholders across operations, maintenance, engineering, logistics, quality, and project teams.
- Implement and maintain HSE management systems for the factory operations phase, aligned with corporate standards and local regulatory requirements.
- Conduct risk assessments and hazard identification activities across operations, including job hazard analysis (JHA), worksite surveys, and safety inspections.
- Lead and support permit-to-work (PTW) implementation, safe work practices, and control of high-risk activities (e.g., work at height, lifting, hot work, confined space where applicable).
- Drive incident prevention by ensuring robust use of leading indicators (observations, audits, safety rounds, near-miss reporting).
- Investigate incidents, accidents, and near misses; analyze root causes (as required) and ensure corrective and preventive actions (CAPA) are implemented and verified.
- Support emergency readiness by participating in emergency planning, drills, and site response exercises.
- Environmental Management
- Ensure environmental compliance during factory operations, including waste handling, hazardous materials management, emissions controls (as applicable), and pollution prevention.
- Identify environmental risks related to day-to-day activities and ensure effective mitigation measures are in place.
- Monitor contractor and internal activities to ensure compliance with environmental procedures, permits, and regulatory obligations.
- Support resource conservation and sustainability initiatives (as defined by corporate and site requirements).
- Regulatory Compliance & Audits
- Stay up to date with relevant local/national regulations, codes, and standards affecting occupational health, safety, and environmental performance.
- Ensure compliance with company policies, procedures, and ethical standards.
- Conduct internal audits/inspections and support external inspections and audits by authorities and certification bodies.
- Review HSE-related documentation and ensure adequate readiness for audits (e.g., inspection records, training records, incident reports, management of change where required).
- Training, Competence & Communication
- Develop, deliver, and maintain HSE training programs for employees and contractors, based on job roles and risk exposure (induction, refresher training, task-specific training).
- Conduct toolbox talks, safety briefings, and awareness campaigns to reinforce safety culture and behavioral safety.
- Ensure competence requirements are met for high-risk tasks and that training records are maintained and verified.
- Communicate HSE performance trends, KPIs, and improvement actions to relevant stakeholders.
- Contractor Safety & Site Governance
- Ensure contractor HSE requirements are implemented, including onboarding, onboarding assessments, and compliance with safety rules on site.
- Participate in contractor risk assessments and ensure controls are followed for subcontractor activities.
- Monitor contractor HSE performance through inspections, audits, and participation in HSE meetings and work planning.
- Documentation, Reporting & KPI Management
- Maintain accurate HSE records for inspections, audits, PTW, training, incidents, investigations, and CAPA follow-up.
- Track and report HSE KPIs (e.g., TRIR/LTIR if used, near-miss volume, audit closure rates, OTIF for safety actions, environmental compliance indicators).
- Support continuous improvement initiatives by analyzing trends and driving action plans with operations leaders.
- Continuous Improvement & HSE Culture
- Promote a proactive safety culture by encouraging reporting of hazards and near misses, and by recognizing safe behaviors.
- Participate in operational improvement initiatives where HSE risk reduction is a key success factor (e.g., equipment safety reviews, changes in process flows, new equipment introduction).
- Support “Management of Change” (MoC) activities where new processes, equipment, chemicals, or operational modifications affect HSE risk.
- Bachelor’s degree in Occupational Health & Safety, Environmental Science, Engineering, or a related field (or equivalent experience).
- Professional certifications such as NEBOSH (or equivalent), or other recognized occupational health and safety credentials.
- Proven experience as an HSE Advisor/Officer in industrial or factory environments (operational phase experience is preferred).
- In-depth knowledge of occupational safety regulations, risk assessment methods, and practical implementation of PTW, safe work standards, and incident investigation.
- Strong understanding of environmental management principles relevant to industrial operations (waste, hazardous materials, pollution prevention, compliance requirements).
- Strong communication and interpersonal skills to influence and engage workers, supervisors, and cross-functional stakeholders.
- Proven ability to lead and drive safe behaviors and compliance through coaching, audits, and follow-up.
- Strong problem-solving skills, decision-making ability under time pressure, and attention to detail.
- Proficiency with HSE management tools/systems (recordkeeping, reporting, audits) and basic computer skills.
- Ability to work independently and as part of a team in a fast-paced operational environment.
- Fluency in English (written and spoken).
- Experience working in multicultural/international industrial environments.
- Experience with ISO 45001 / ISO 14001 or similar systems (if applicable to your site).
- Experience supporting contractor-heavy sites and managing contractor safety performance.
