HR Business Partner – KSA

Job Summary & Purpose
The HR Business Partner – KSA will act as the on-ground custodian for all HR strategy and operational execution for Sharaf DG in Saudi Arabia. The role will partner closely with the Country Manager – KSA to support business growth, organizational effectiveness, and workforce planning, while working functionally with UAE Head Office HR and COE teams to ensure alignment with group HR policies, frameworks, and governance.
This role requires strong expertise in Saudi labor laws and retail HR operations, and will play a critical role in building the organization in KSA, scaling the workforce in line with expansion plans, and laying the foundation for a future regional HR structure across multiple cities.
Key Performance Areas (KPAs) & Principal Accountabilities
HR Strategy & Business Partnering
Identify capability gaps and coordinate learning interventions with UAE L&D teams.
Support leadership development and succession planning for KSA roles.
Build readiness for future regional HR structures.
HR Team Building & Regionalization
Qualitative Requirements & Summary of Expectations
8–14 years of progressive HR experience, preferably in retail or multi-site operations.
Strong hands-on experience with Saudi labor law and government platforms.
Experience in scaling organizations and supporting rapid business expansion.
Educational Qualification
Bachelor’s degree in Human Resources, Business Administration, or related field. Master’s preferred.
Skills And Abilities
Strong knowledge of Saudi labor laws and HR compliance frameworks.
Strategic HRBP capability combined with hands-on execution.
Retail Or Frontline Workforce Experience Preferred.
Strong stakeholder management and communication skills.
Ability to operate independently while aligning with group HR governance.
Arabic proficiency preferred; English mandatory.
Desired personal traits
Business-oriented with strong ownership mindset.
Highly execution-focused and resilient.
Culturally sensitive and employee-centric.

Key Performance Areas (KPAs) & Principal Accountabilities
HR Strategy & Business Partnering
- Serve as a strategic advisor to the Country Manager – KSA on organization design, workforce planning, and people strategy.
- Translate business and expansion plans into HR strategies aligned with KSA market dynamics.
- Support leadership effectiveness, performance culture, and employee engagement initiatives.
- Lead end-to-end recruitment for KSA across stores, regional roles, and support functions.
- Ensure compliance with Saudization (Nitaqat) requirements and local hiring regulations.
- Build scalable recruitment frameworks to support multi-region expansion within KSA.
- Own all employee lifecycle processes including onboarding, confirmation, transfers, promotions, and exits.
- Ensure accurate contracts, documentation, and employee records in line with Saudi labor law.
- Coordinate payroll inputs, benefits administration, and HR vendor management.
- Ensure compliance with Saudi labor law, GOSI, Qiwa, Muqeem, Mudad, and other statutory requirements.
- Manage government inspections, audits, and regulatory interactions.
- Act as the local authority on HR compliance and risk mitigation.
- Drive the performance management cycle in alignment with group frameworks.
- Support goal setting, performance reviews, disciplinary actions, and improvement plans.
- Partner with UAE COE on compensation, benefits, and rewards while ensuring local market relevance.

HR Team Building & Regionalization
- Hire, develop, and manage the HR team in KSA as the business scales.
- Design HR operating models to support multiple regions such as Riyadh, Jeddah, and others.
- Lay the foundation for a regional HR structure aligned with business growth.
- Work closely with UAE HO HR & COE teams to ensure governance and policy alignment.
- Partner with finance, legal, operations, and merchandising teams.
- Serve as the primary HR point of contact for employees and managers in KSA.
