Parsons is looking for an amazingly talented Community Inspector – Workers' Village (City Operations) – Saudi National to join our team! In this role you will get to support the safe, compliant, and effective operation of large-scale workforce residential communities within a landmark giga-project in Saudi Arabia. You will conduct day-to-day inspections of accommodation, facilities, common areas, and supporting infrastructure while monitoring facility management services, health and safety compliance, worker welfare, and overall community standards.

Job Description
Parsons is looking for an amazingly talented Community Inspector – Workers' Village (City Operations) – Saudi National to join our team! In this role you will get to support the safe, compliant, and effective operation of large-scale workforce residential communities within a landmark giga-project in Saudi Arabia. You will conduct day-to-day inspections of accommodation, facilities, common areas, and supporting infrastructure while monitoring facility management services, health and safety compliance, worker welfare, and overall community standards.
What You'll Be Doing
- Conduct regular inspections of workers' accommodation, residential blocks, dining facilities, recreation areas, common spaces, and supporting community facilities.
- Inspect facilities to identify maintenance deficiencies, unsafe conditions, hygiene concerns, and operational issues requiring corrective action.
- Monitor the general condition and functionality of building systems, including HVAC, plumbing, electrical systems, lighting, water systems, and associated infrastructure.
- Inspect rooms and common areas to ensure accommodation standards, occupancy requirements, cleanliness, and facility conditions are maintained.
- Monitor cleaning, housekeeping, waste management, pest control, landscaping, and other Facilities Management (FM) services.
- Verify that FM contractors perform services in accordance with contractual requirements, approved procedures, and Service Level Agreements (SLAs).
- Identify and report potential fire hazards, electrical risks, blocked emergency exits, unsafe conditions, and other health and safety concerns.
- Inspect fire and life safety provisions, including evacuation routes, emergency signage, smoke detection systems, firefighting equipment, and associated safety infrastructure.
- Support compliance with applicable Saudi Civil Defense requirements, project HSE standards, and community safety procedures.
- Monitor outdoor community areas to identify environmental, heat-stress, shading, cleanliness, accessibility, and public safety concerns.
- Observe residential and common areas to support compliance with community codes of conduct, security procedures, and accommodation rules.
- Document non-compliances, issue or support formal violation notices where authorized, and monitor corrective actions through closure.
- Conduct follow-up inspections to verify that identified deficiencies and maintenance issues have been satisfactorily resolved.
- Act as an on-site point of contact for community and worker welfare matters within the assigned inspection scope.
- Monitor living conditions to help ensure accommodation remains safe, dignified, hygienic, and suitable for residents.
- Receive, document, and escalate resident complaints, maintenance requests, welfare concerns, and service issues to the appropriate City Operations or Asset Management team.
- Support community communications, operational notices, safety awareness campaigns, and resident advisory activities.
- Coordinate with Asset Management, Facilities Management, HSE, Security, maintenance contractors, community management teams, and other relevant stakeholders.
- Record daily inspection findings, observations, corrective actions, and photographic evidence using approved digital systems.
- Use Computerized Maintenance Management Systems (CMMS), mobile inspection applications, or asset management platforms to record and track deficiencies.
- Maintain accurate inspection registers, violation records, service requests, action logs, and closure evidence.
- Prepare daily and weekly inspection reports highlighting recurring maintenance issues, contractor performance concerns, welfare matters, and high-risk deficiencies.
- Identify recurring operational trends and recommend practical improvements to community facilities and services.
- Immediately escalate serious safety, welfare, security, or operational concerns in accordance with established procedures.
- Participate in joint inspections, audits, contractor performance reviews, community meetings, and operational coordination sessions.
- Support emergency response and incident reporting activities within the workers' village when required.
- Perform other responsibilities associated with this position as appropriate.
- Diploma or Bachelor's Degree in Facilities Management, Hospitality Management, Health and Safety, Engineering, Property Management, or a related technical discipline.
- Minimum 5+ years of relevant experience in camp inspection, workers' accommodation, facilities management, property management, community operations, or large residential compounds.
- Experience working on mega-projects, major construction programs, workforce accommodation, or large master-planned developments within Saudi Arabia.
- Practical knowledge of workers' village, camp, residential compound, or community operations.
- Basic working knowledge of:
- HVAC systems
- Plumbing systems
- Electrical systems
- Building maintenance
- Fire and life safety
- Facility hygiene and sanitation
- Waste management
- Pest control
- Experience conducting physical inspections and identifying maintenance, safety, hygiene, and operational deficiencies.
- Understanding of Facilities Management services and contractor performance monitoring.
- Ability to monitor contractor compliance against established Service Level Agreements (SLAs) and operational requirements.
- Basic knowledge of HSE principles, hazard identification, and safe working practices.
- Awareness of applicable Saudi Civil Defense and fire and life safety requirements.
- Ability to prepare clear inspection reports, observations, non-compliance records, and corrective action follow-ups.
- Experience using mobile inspection applications, CMMS platforms, asset management systems, or similar digital reporting tools.
- Ability to capture, organize, and maintain photographic evidence and accurate inspection records.
- Strong attention to detail and ability to identify recurring facility or community issues.
- Strong organizational and time-management skills with the ability to manage multiple inspections and follow-up actions.
- Good written and verbal communication skills in English.
- Ability to communicate effectively and professionally with residents, contractors, supervisors, and multidisciplinary operational teams.
- High level of integrity, professionalism, objectivity, and respect when handling resident and worker welfare matters.
- Ability to work effectively in a field-based environment across large residential and community facilities.
- NEBOSH, IOSH, OSHA, or equivalent HSE training or certification.
- Experience inspecting large-scale workers' villages, labor accommodation, staff housing, residential compounds, or construction camps.
- Experience within City Operations, Facilities Management, Asset Management, Community Management, or Property Management environments.
- Experience monitoring outsourced FM contractors across cleaning, maintenance, waste management, pest control, and other soft and hard services.
- Familiarity with FM performance indicators, SLAs, KPIs, inspection checklists, and contractor performance reporting.
- Knowledge of Saudi requirements and good practices relating to workforce accommodation, facility safety, hygiene, and welfare.
- Experience using enterprise CMMS, CAFM, asset management, or digital inspection platforms.
- Experience working within Delivery Partner, PMC, client-side, or major program environments.
- Knowledge of incident reporting, corrective action tracking, and non-conformance management.
- Familiarity with emergency response procedures and community safety requirements.
- Arabic language skills are highly desirable.
- Knowledge of additional languages commonly used within multicultural workforce communities is an advantage.
- Strong interpersonal skills with the ability to engage respectfully with residents from diverse cultural backgrounds.
- Ability to identify operational trends and recommend practical improvements to community services and resident experience.
