Commercial Director - City Operations (DEL 5)

Qiddiya Investment Company is seeking a dynamic and experienced Commercial Director for City Operations (DEL 5) to drive the commercial strategy and execution for our city-wide operations. This leadership role requires a commercially astute professional to manage all commercial facets of city operations projects, ensuring alignment with Qiddiya’s strategic goals and commitment to excellence.
The Commercial Director will lead contract negotiations, procurement, financial management, and risk mitigation activities across diverse operational areas. You will work closely with cross-functional teams to optimize commercial performance, maintain budgetary discipline, and foster strong relationships with partners and stakeholders.
Key Responsibilities
- Lead the development and execution of commercial strategies for contracts related to Operations within Qiddiya
- Lead all post-contract commercial management across City Ops (variations, claims, compliance, performance)
- Define and execute contract renewal and cost optimization strategies across key service contracts
- Provide commercial insight on risks, commitments, and forecast impact, aligned within Commercial and Reporting and Finance
- Leading the implementation of the Service charge framework and model and costs recovery process across operating assets
- Act as commercial lead to City Ops leadership, supporting ExCom/MC decision-making and building team capability
- Provide mentorship and guidance to the commercial team, fostering a culture of excellence and continuous improvement
Requirements
- Bachelor’s degree in Quantity Surveying, Business Administration, Construction Management, or a related field; advanced degree preferred.
- At least 12 years of progressive experience in commercial/contract management within the operations (O&M, FM, utilities, city operations) or construction sectors.
- Professional accreditation such as MRICS or FRICS is highly desirable.
- Demonstrated experience in managing large-scale Operations with a focus on commercial contract negotiation and management.
- Strong analytical and problem-solving skills with attention to detail.
- Excellent communication, negotiation, and interpersonal skills to effectively engage with a diverse range of stakeholders.
- Proven leadership abilities with experience in developing and mentoring junior staff.
- Strong expertise in post-contract management (variations, claims, renewals, performance management).
- Exposure to service charge / cost recovery models highly desirable.
