Purpose of the Role (Overview)
1. Provide support and advice to the HGS Construction Director in the administration of the Construction Contract(s) and Consultancy Agreements relating to the Prime Business Resort project.
2. Evaluate Contractor Claims and provide guidance to the HGS Construction Director as to the method of progression and the manner of responses to be provided.
3. Monitor the Cost Consultant in its evaluation of the cost element of Contractor Claims.
4. In conjunction with the HGS Construction Director, administer the project’s Change Control Process involving the compilation and submission of Contractor Change Requests (CCR), Change Initiation Forms, Requests for Change, Engineer’s Instructions and Variation Orders.
5. Monitor the Cost Consultant activities, ensuring Contractor Interim Payment Applications are promptly and accurately processed.
6. In conjunction with the HGS Planning Manager, monitor the Contractor’s Procurement Activities for compliance with the Construction Schedule, with the overall aim of ensuring the availability of materials at the site, at the correct time, to support the construction activities.
Daily, Weekly, Monthly Duties
1. Monitor and update existing “Tracker-Logs” recording the status of Sub-Contracts, Warranties, Insurances, Purchase Orders, Engineer’s Instructions, Claims, etc. Compile new documents as required.
2. Monitor E-mail, Aconex and Letter communications to monitor progress of the Project Issues and their potential effect on construction activities. Provide comment and advice to the HGS Construction Director if the communications contain information pertaining to ongoing and or new contractual issues.
3. Compile draft Notices, Instructions, Variation Orders, Letters and Reports, as necessary, for review and submission by the HGS Construction Director.
4. Review content of the Contractor’s Procurement Management Dashboard (PMD), liaising with the HGS Planning Manager and Construction Manager in ascertaining the suitability and accuracy of the information contained therein. Escalate any matters of concern to the HGS Project Construction Director.
5. Monitor and “chase” Contractor’s responses to Notices, Instructions, Letters and other communications; raising concerns regarding quality and or content with the HGS Construction Director.
6. Attend Weekly Commercial & Procurement Meetings; and contribute to the discussions therein. Review and comment of the Meeting Minutes (prepared by the Cost Consultant).
7. Attend other meetings as required by the HGS Construction Director.
8. Assist in the preparation of HGS daily, weekly and monthly reports and presentations.
9. Liaise with HGS Project Construction Director, Construction Manager, Planning Manager and Document Controller, escalating issues of concern as necessary..
10. Liaise with the Employer’s Cost Consultant, Contractor’s Commercial Manager, Contractor’s Procurement Manager and the Employer Construction Supervision Consultant. Escalate arising matters of concern to the HGS Construction Director.
11. Assist in other ad-hoc, site related, activities as requested by the HGS Construction Director, e.g., Emergency Drills, Head-Counts, etc.
12. Undertake other Commercial, Contract and Procurement related tasks as necessary.
Other Attributes :
1 . Comfortable working in a site office, alongside an Employer Team including Employer’s Consultants.
2 . Willingness to step outside the designated role of Commercial Manager to undertake additional work activities in support of the wider HGS role on the Prime Business Resort project.
3 . Physically fit, able to “walk the site” to access all areas of the construction works to view and gauge the progress and status of the construction works.
Requirements
Experience and Qualifications
1. Ten (10) years post-qualification, post-contract / construction delivery, Commercial Management experience.
2. B.Sc. / B.A. Degree (3-4 year) in a construction related subject from a reputable, recognized, university.
3. Experience of projects of varying types and complexities; experience of Business Park / Low-Rise Office developments of a similar size and nature to the Prime Business Resort project preferred.
4. Five (5) years Contract Administration of Construction Projects experience using the FIDIC Red Book Form of Contract (FIDIC Red Book 1999 experience required).
5. Five years’ work experience in the Kingdom of Saudi Arabia / GCC Countries in the capacity of a Commercial / Contracts Manager.
6. Five (5) years employment with an International Consultancy Company.
7. Experience in administering FIDIC White Book 2017 Consultancy Services Agreements.
8. Experience of site (office) based working.
9. Accomplished user of Aconex, SharePoint and the Microsoft Office Suite of software.
10. Ability to engage with and assist the project’s Cost Consultant, the Contractor’s Commercial Manager and Procurement Manager; and the Construction Supervision Consultant, in a decisive, non-adversarial manner.
11. Member of the Royal Institution of Chartered Surveyors (RCIS) preferred.
