OVERVIEW


JLL is looking for an Estimator of Construction Projects to join our team in Thousand Oaks, CA. The Estimator will work with the Small Capital Projects project team to provide capital planning budgeting and estimating support as appropriate, for a Life Sciences client Life Cycle Asset Management (LCAM) program and small capital projects up to $5M. The candidate will assist the Capital Planning team with the planning, tracking, cost estimating, and reporting on multiple projects of varying contract types, sizes, complexities, and levels of risk. Governance role includes review of contractor proposals and change orders in a Project Controls function for contractor selection and post award cost and schedule management.

ESSENTIAL FUNCTIONS



  • Continuously Support the Quarterly Capital Planning Process by prioritizing the master project list and updating a 5-year Asset replacement plan with cashflow projections

  • Assist with Global Facility Condition Assessment frequency and process across North America and Global sites.

  • Support Client & Capital Planning team with budget costs for benchmark purposes, quantity and scope analysis, budget development, as well as undertake value engineering exercises.

  • Develop and execute tools to perform thorough analysis of maintenance costs verses capital costs when developing the annual capital plan. Develop business driver, scope, budget and risk register for assigned projects.

  • Develop estimates and schedules to be included in a comprehensive Business Case Report (within standard template) for each assigned project.

  • Assist Capital Planning in managing the project portfolio alongside the fluid prioritization process of projects within the capital plan based on maintenance/capital analysis.

  • Update benchmark data, including but not limited to, unit pricing and labor rates.

  • Develop preliminary schedule timeframes which accounts for equipment lead times and facility constraints & shutdowns

  • Identify and address potential risks surrounding project, project logistics, budget and scope.

  • Work with the project team to develop suitable procurement strategies, provide support during the procurement phase and participate in post bid proposal reviews & bid leveling process.

  • Develop new tools, templates and documents specific to client needs.

  • Assist in training and developing JLL team members in the skills and understanding of firm procedures, methodology and practices.

  • Willingness to learn and get involved with the wider aspects of managing costs.


EDUCATION AND EXPERIENCE



  • Bachelor's degree or higher in Engineering or Construction Management; or equivalent education in a technical discipline.

  • Minimum of 7 years of estimating experience in the construction industry with knowledge of construction processes, including planning, estimating, bidding, purchasing, cost management, and contractor negotiations.

  • Ability to work to published industry standards.

  • Must have experience estimating mechanical, plumbing, and electrical with lab, pharmaceutical, or other highly regulated market estimating.

  • Construction Project Management experience preferred.


KNOWLEDGE, SKILLS, AND ABILITIES



  • Excellent written and verbal communication skills.

  • Ability to successfully communicate with architects, contractors, client's representatives, and team members and build strong relationships.

  • Ability to regularly communicate analyzed data to client and team to achieve project goals.

  • Strong working knowledge of methods of construction, engineering, building systems, and estimating methods

  • Must be detail oriented and customer service focused.

  • Requires expertise in Microsoft Outlook, Excel and Word, e-Builder, and other project management & asset management software.
